Consumer Issues
On March 19, 1999, the Commission received a complaint from Randy Kieffer, Sturgis, South Dakota, against U S WEST Communications, Inc. regarding service problems. The Complainant explains several intermittent outages from March 2 to March 9, 1999, "plus some other days not marked on the calendar." There were blizzard conditions during part of this time requiring emergency telephone availability. The Complainant seeks the following relief: "PUC should fine them $4000 a day."
TODAY, does the Commission find probable cause of an unlawful or unreasonable act, rate, practice or omission to go forward with this complaint and serve it upon the Respondent?
Telecommunications
On January 7, 1999, the Commission received an application by Teleglobe USA Inc. for a Certificate of Authority to provide resold intrastate interexchange telecommunications services in the State of South Dakota. The proposed services initially include switched outbound voice services and, in the future, prepaid and postpaid calling card services, 800/888, private line, and data services.
TODAY, shall the Commission grant a Certificate of Authority to Teleglobe USA Inc.?
On January 29, 1999, the Commission received an application from CenturyTel Long Distance, Inc. for a Certificate of Authority to provide telecommunications services in South Dakota. CenturyTel is a switchless reseller of interexchange telecommunications services. CenturyTel will offer outbound presubscribed and casual calling service, toll free inbound service and travel card service.
TODAY, shall the Commission grant a Certificate of Authority to CenturyTel Long Distance, Inc.?
On March 3, 1999, GTC Telecom filed an application with the Commission for a Certificate of Authority to provide intrastate interexchange telecommunications services within South Dakota. Applicant seeks authority to provide a full range of interexchange services including 1+ and 101XXXX direct outbound dialing, 800/888 Toll-Free inbound dialing and travel card service.
TODAY, shall the Commission grant a Certificate of Authority to GTC Telecom?
On March 5, 1999, the Commission received an application from United States Advanced Network, Inc. for a Certificate of Authority to provide telecommunications services in South Dakota. United States Advanced Network, Inc. seeks authority to provide intrastate prepaid card service in conjunction with its interstate service offerings to residential and business customers.
TODAY, shall the Commission grant a Certificate of Authority to United States Advanced Network, Inc.?
On March 10, 1999, Glyphics Communications, Inc. filed an application for a Certificate of Authority to provide telecommunications services in South Dakota. Glyphics Communications, Inc. proposes to offer outbound presubscribed service and toll free inbound service. Services will be provided to both residential and business customers. Intrastate service is offered as an add-on to Glyphics' interstate service.
TODAY, shall the Commission grant a Certificate of Authority to Glyphics Communications, Inc.?
