Position: Pipeline Safety Engineer
Agency: South Dakota Public Utilities Commission
Closing Date: July 16, 2008

Position Purpose:
Inspect and report on pipelines on behalf of the South Dakota Public Utilities Commission in cooperation with the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration. Research, analyze, write, and orally present information on PHMSA issues and utility dockets filed with the PUC. Must be able to provide thorough research on specific utility matters, including requesting specific information from utilities on pipelines, service, rates and contract agreements, in an accurate and timely fashion. Must be a team-player, able to work closely with other Pipeline Safety Engineer, other utility analysts/attorneys and all staff members. Position represents the PUC at various meetings involving representatives from industry, government and public.

Knowledge and Skills:
   -proper English usage;
   -excellent research and analytical capabilities;
   -excellent grasp of engineering principles;
   -professional and technical writing experience;
   -excellent written communication and oral presentation skills;
   -engineering and utility background or knowledge desired;
   -Masters or Bachelors degree in engineering required; and
   -able to pass federal natural gas certification program within two years of hire.

Ability to:
   -be a team player and work well with other staff members;
   -research and comprehend technical matters and codified laws;
   -write concise briefs and recommendations within set timeframes;
   -be proficient in the use of GIS and applicable office software programs;
   -effectively organize and prioritize multiple projects/responsibilities;
   -be self-motivated;
   -travel and work evenings and weekends as needed; and
   -lift at least 40 pounds to load and unload materials for inspections and events.

Additional Comments:
   -In and out-of-state travel (by auto and airplane) and overnights are required to attend training, inspections, meetings and other events. A valid driver’s license is required.
   -Pipeline industry experience is a plus.
