On July 27, 2012, the South Dakota Public Utilities Commission (Commission) received a petition from Northern States Power Company dba Xcel Energy for approval of a refund to customers participating in its residential Saver's Switch program. The billing error is a result of an oversight in the implementation process of additional amounts to be provided to participating customers according to the rate schedule approved in Commission docket EL09-009.

On July 31, 2012, the Commission received a complaint filed by Watertown Municipal Utilities (Watertown), Watertown, South Dakota, against Stromseth Construction, Watertown, South Dakota. Watertown alleges Stromseth Construction performed excavation activity without a valid locate, did not properly expose facilities and continued to perform excavation despite damaging a facility.

On July 26, 2012, the Commission received a filing from Granite Telecommunications, LLC (Granite). This filing proposes to modify its switched exchange access tariff, South Dakota P.S.C. Tariff No. 3, to comply with the Federal Communications Commission's (FCC) Report and Order and Further Notice of Proposed Rulemaking, in Docket Nos. WC Docket No. 10-90, et al., FCC 11-161, by reducing its intrastate switched exchange access rate by 50 percent of the differential between its intrastate rate and interstate rate in accordance with the ICC/USF Transformational Order. Pursuant to the FCC's June 5, 2012, Clarification Order, DA 12-870, a July 3, 2012, effective date is requested for this filing.

On July 26, 2012, the Commission received a filing from Granite Telecommunications, LLC (Granite). This filing proposes to modify tariff language to comply with the Federal Communications Commission's (FCC) Report and Order and Further Notice of Proposed Rulemaking, in Docket Nos. WC Docket No. 10-90, et al., FCC 11-161 (the ICC/USF Transformational Order) by implementing provisions governing Voice over Internet Protocol telephony – Public Switched Telephone Network (VoIP-PSTN) Traffic. Further, Granite removes the End User Common Line Charge and Billing Name and Address service, which was never provided, and updates the Company's address as it appears on the revised tariff sheets. Pursuant to the FCC's ICC/USF Transformational Order a July 13, 2012, effective date is requested for this filing.
