On June 28, 2012, the Commission received a filing by Otter Tail Power Company (Otter Tail) for an Order pursuant to SDCL 49-41B-29, authorizing the transfer of the permit granted in Docket EL06-002 from the identified seven regional utilities (inclusive of Otter Tail) to Otter Tail exclusively, recognizing Otter Tail as the sole owner of the permit.

On June 29, 2012, the Commission received an application by Northern States Power Company dba Xcel Energy (Xcel) for approval to increase rates for electric service to customers in its South Dakota service territory by approximately $19.368 million annually or approximately 11.53% based on Xcel's 2011 test year. The Company states a typical residential electric customer using 750 kWh per month would see an increase of 12.7%, or $9.82 per month. The proposed rates may potentially affect approximately 85,000 customers in Xcel's South Dakota service territory.

GAS & ELECTRIC
On June 29, 2012, the South Dakota Public Utilities Commission (Commission) received a filing from Montana-Dakota Utilities Co. (MDU or Company) for approval of Tariff Revisions. The filing proposes to update MDU's standard bill form for gas and electric bills. The filing also proposes to revise MDU's Optional Seasonal General Gas Service Rate 72 by modifying the implementation date of seasonal gas cost changes. MDU is requesting approval by August 1, 2012.

On June 28, 2012, the Commission received a filing from Ymax Communications Corp. (Ymax) for approval of it revision to its Tariff No. 2. This filing makes revisions to incorporate the requirements of the Federal Communications Commission Report and Order in WC Docket No. 10-90, etc., FCC No. 11-161 (released Nov. 18, 2011) ("FCC Order") regarding the treatment of Toll VoIP-PSTN traffic. Additionally, this filing revises the intrastate access rates in compliance with the FCC's ICC Reform Order to mirror the Company's interstate access rates. On July 2, 2012, the Commission received a filing from 360networks (USA) inc. (360) for approval of revisions to its switched exchange access tariff, South Dakota P.S.C. Tariff No. 1. This filing complies with the Federal Communications Commission's Report and Order and Further Notice of Proposed Rulemaking, in Docket Nos. WC Docket No. 10-90, et al., FCC 11-161, by electing to transition all of its terminating intrastate access rates to mirror existing terminating interstate switched exchange access rates as set forth in 360's F.C.C. Tariff No. 1. Pursuant to the FCC's June 5, 2012, Clarification Order, DA 12-870, a July 3, 2012, effective date is requested for this filing.

On July 2, 2012, the Commission received a filing from Long Lines Metro, LLC (fka CommChoice) (Long Lines) for approval of revisions to switched access tariff, Tariff No. 3. This tariff replaces in its entirety the original tariff of CommChoice, LLC South Dakota switched access Tariff No. 2. This tariff incorporates the name change as well as the necessary implementation of the required Federal Communications Commission (FCC), November 18, 2011, Intercarrier Compensation Reform Order.

On July 3, 2012, AT&T Communications of the Midwest, Inc. (AT&T) requested approval of tariff revisions, with an August 2, 2012, effective date, to comply with the April 25, 2012, FCC Second Order of Reconsideration. The Second Order of Reconsideration becomes effective on July 13, 2012. Specifically, on July 13, 2012, the FCC is delaying the interstate rate treatment of originating intrastate interexchange VOIPPSTN traffic Minutes of Use (MOU) until July 1, 2014. The treatment of terminating VOIP will continue to be billed at interstate rates as stated in the initial order.
