On September 21, 2011, the Commission received a complaint filed by Northern States Power dba Xcel Energy (Xcel) against Southeastern Electric Cooperative, Inc. (Southeastern).  Xcel alleges a violation of the Service Territory Laws.

OC11-010 - In the Matter of the Amended Complaint Filed by Carl V. Carlson Company, Tea, South Dakota, Against Qwest Communications dba CenturyLink, Sioux Falls, South Dakota

On September 20, 2011, the Commission received a complaint filed by Carl V. Carlson Company, Tea, South Dakota, against ELM Locating & Utility Services, Sioux Falls, South Dakota. Carlson Company alleges CenturyLink did not sufficiently mark its facilities.  As a result the Complainant hit and damaged CenturyLink facilities.
