MINUTES OF COMMISSION MEETING
Commissioner Chris Nelson called the meeting to order. Present were Commission Attorney Kristen Edwards; Staff Attorneys Jennie Fuerst, Amanda Reiss and Logan Schaefbauer; Staff Analyst Darren Kearney; Consumer Affairs Manager Deb Gregg; and Administrative Staff Mikayla Frick.
Also present was Bob Mercer, Keloland News.
Joining the meeting by telephone were Chairperson Kristie Fiegen and Vice Chairman Gary Hanson; Daniel Brown, East River Electric Power Cooperative, Inc.; Robert Endris, Otter Tail Power Company; Christian Petersen, Gevo Net-Zero 1, LLC; Todd Guerrero and Louis Haik, Kutak Rock LLP representing Dakota Renewable Hydrogen LLC.

Administration
1. Approval of the Minutes of the Commission Meeting Held on September 24, 2024 (Staff: Janeth Merriman)
Commissioner Hanson moved to approve the Minutes of the Commission Meeting held on September 24, 2024. Motion carried 3-0.
Consumer Reports
1. Status Report on Consumer Utility Inquiries (Consumer Affairs: Deb Gregg)
The Commission received a total of 49 contacts since the last report was prepared for the September 24, 2024, Commission meeting.
Eleven contacts were related to telecommunications services, 15 contacts were related to electric services, two contacts were related to natural gas services, four contacts were related to wireless services, two contacts were related to the Do Not Call Registry, two contacts were related to carbon pipelines and 13 contacts were related to issues not regulated by the PUC.
1,011 of the 1,030 contacts received in 2024 have been resolved.

1. EL24-024 In the Matter of the Petition of Gevo Net-Zero 1, LLC to have Kingsbury Electric Cooperative, Inc. Assigned as its Electric Provider in the Service Area of Otter Tail Power Company (Staff Analysts: Darren Kearney, Jon Thurber; Staff Attorneys: Amanda Reiss, Logan Schaefbauer)
Ms. Amanda Reiss, staff attorney, recommended the Commission approve the proposed procedural schedule filed by PUC staff on October 1, 2024. Mr. Robert Endris, Otter Tail Power Company, Mr. Christian Petersen, Gevo Net-Zero 1, LLC and Mr. Daniel Brown, East River Electric Power Company, Inc., supported staff’s recommendation.
Commissioner Nelson moved to approve the proposed procedural schedule based on PUC Staff’s October 1, 2024, motion and to combine the evidentiary hearing in this docket with the evidentiary hearing in docket EL24-025. Motion carried 3-0.
2. EL24-025 In the Matter of the Petition of Dakota Renewable Hydrogen, LLC to have Kingsbury Electric Cooperative, Inc. Assigned as its Electric Provider in the Service Area of Otter Tail Power Company (Staff Analysts: Darren Kearney, Jon Thurber; Staff Attorneys: Amanda Reiss, Logan Schaefbauer)
Ms. Amanda Reiss, staff attorney, recommended the Commission approve the proposed procedural schedule filed by PUC staff on October 1, 2024. Mr. Daniel Brown, East River Electric Power Company, Inc., Mr. Robert Endris, Otter Tail Power Company, and Mr. Todd Guerrero, Kutak Rock LLP representing Dakota Renewable Hydrogen LLC supported staff’s recommendation.
Commissioner Nelson moved to approve the proposed procedural schedule based on PUC Staff’s October 1, 2024, motion and to combine the evidentiary hearing in this docket with the evidentiary hearing in docket EL24-024. Motion carried 3-0.
There being no further business, at the hour of 9:41 a.m., the South Dakota Public Utilities Commission meeting adjourned.
