MINUTES OF THE COMMISSION MEETING

Commissioner Chris Nelson called the meeting to order. Present were: Commission Attorneys: Karen Cremer and Adam de Hueck; Commission Advisor: Greg Rislov; Staff Attorneys: Kristen Edwards and Amanda Reiss; Staff Analysts: Joseph Rezac and Lorena Reichert; Consumer Affairs Manager: Deb Gregg; and Staff: Katlyn Gustafson.

Joining the meeting by telephone were:
Chairperson: Kristie Fiegen; Commissioner: Gary Hanson; Bryce Book, Amanda Hosch and Brian Rybarik, MidAmerican Energy Company; and Sharon Alvarado and Jason Topp, Qwest Corporation dba CenturyLink QC.

Consumer Reports

1.     Status Report on Consumer Utility Inquiries and Complaints Received by the Commission (Staff Attorney: Amanda Reiss)

The Commission received a total of 22 contacts since the last report was prepared for the February 22, 2018, Commission meeting.

Three contacts involved telecommunication services, seven contacts were related to electrical services, one contact was related to natural gas service, three contacts were related to wireless service, six contacts were related to the Do Not Call Registry, and two contacts were related to issues not regulated by the PUC.

Complaints received in 2014: 1,914 of the 1,916 have been resolved.

Complaints received in 2018: 192 of the 219 have been resolved.

Electric

1.     EL18-005     In the Matter of the Filing by MidAmerican Energy Company for Approval of Tariff Revisions to Its 2017 Transmission Cost Recovery Reconciliation and 2018 Transmission Cost Recovery Factors (Staff Analysts: Joseph Rezac, Lorena Reichert; Staff Attorney: Amanda Reiss)

Ms. Amanda Reiss, staff attorney, recommended that the Commission assess MidAmerican Energy Company (MidAmerican) a filing fee in the amount of up to $50,000 to account for actual expenses incurred in review of this filing commencing from the filing date. Mr. Brian Rybarik, MidAmerican, stated that MidAmerican had no objection to the filing fee.

     Commissioner Fiegen moved to assess a filing fee in the amount of up to $50,000 to account for actual expenses incurred in review of this filing commencing from the filing date. Motion carried 3-0.

Natural Gas

1.     NG18-004      In the Matter of the Filing by MidAmerican Energy Company for Approval of Tariff Revisions regarding Rate MMT – Monthly Metered Transportation Service (Staff Analyst: Lorena Reichert; Staff Attorney: Amanda Reiss)

Ms. Amanda Hosch, MidAmerican Energy Company (MidAmerican), asked that the Commission approve MidAmerican’s tariff revisions. Ms. Lorena Reichert, staff analyst, recommended that the Commission approve MidAmerican’s request.

     Commissioner Hanson moved to approve the tariff revisions.Motion carried 3-0.

Telecommunications

1.     TC18-005     In the Matter of the Filing by Qwest Corporation dba CenturyLink QC for Approval of Revisions to its Access Service Tariff (Staff Analyst: Joseph Rezac; Staff Attorney: Kristen Edwards)

Mr. Jason Topp, Qwest Corporation dba CenturyLink QC (CenturyLink), asked that the Commission approve CenturyLink’s tariff revisions effective March 12, 2018. Mr. Joseph Rezac, staff analyst, recommended that the Commission approve CenturyLink’s request.

     Commissioner Nelson moved to approve the proposed tariff revision effective March 12, 2018. Motion carried 3-0.

There being no further business, at the hour of 9:41 a.m., the South Dakota Public Utilities Commission meeting adjourned.
