MINUTES OF THE COMMISSION MEETING
Chairman Chris Nelson called the meeting to order. Present were: Commission Counsel: Karen Cremer and Adam de Hueck; Staff Attorneys: Amanda Reiss and Kristen Edwards; Staff Analyst: Lorena Reichert; Consumer Affairs Manager: Deb Gregg; and Staff: Katlyn Gustafson.
Also present was:
Rich Coit, South Dakota Telecommunications Association.
Joining the meeting by telephone were:
Commissioners: Kristie Fiegen and Gary Hanson; Jim Cremer, Bantz Gosch & Cremer LLC, representing Northern Valley Communications, LLC; and James Groft, Northern Valley Communications, LLC.
Telecommunications
1. TC16-018 In the Matter of the Request of Northern Valley Communications, L.L.C. Study Area: 399017 and 396340 for Certification Regarding its Use of Federal Universal Service Support (Staff Analyst: Lorena Reichert; Staff Attorney: Amanda Reiss)
Mr. Jim Cremer, Bantz Gosch & Cremer LLC, representing Northern Valley Communications, LLC (Northern Valley), asked that the Commission reopen the docket to consider Study Area Code (SAC) 396340 and stated that Northern Valley filed additional information. Mr. Cremer stated SAC 396340 is a rural broadband experiment study area code that was authorized to receive support on February 9, 2016, by the Wireline Competition Bureau. Ms. Lorena Reichert, staff analyst, recommended that the Commission approve Northern Valley’s request.
Commissioner Fiegen moved to provide a certification to the Federal Communications Commission and to the Universal Service Administration Company regarding the use of Federal Universal Service Support for SAC 396340 in this docket. Motion carried 3-0.
There being no further business, at the hour of 3:39 p.m. the South Dakota Public Utilities Commission meeting adjourned.
