MINUTES OF THE AD HOC COMMISSION MEETING

 

Vice Chairman Dustin Johnson called the meeting to order.  Present were Commissioner Gary Hanson; and Pat Beck, Court Reporter

 

Also present were:  Jeff Decker, Jay Morris, Bobbi Schroeppel, and Pam Bonrud, NorthWestern Energy; Kelly Hildebrandt, Argus Leader.  

 

Joining the meeting by telephone were Executive Director Patty Van Gerpen; Deputy Executive Director Heather Forney; Commission Advisor Greg Rislov; Commission Attorneys Rolayne Ailts Wiest and John Smith; Staff Attorney Karen Cremer; Staff Analysts Keith Senger, Nathan Solem, Dave Jacobson, Steve Wegman, and Bob Knadle; and Administrative Secretary Tina Douglas; Brett Koenecke, May, Adam, Gerdes, & Thompson, representing NorthWestern Corporation; Bob Miller, South Dakota Electric Utility Companies; Tom Knapp, NorthWestern Energy; and Monte Hopper, Austin, Hinderaker, Hopper, Strait & Bratland, representing Redfield Energy.

 

Electricity

 

1.     EL06-021       In the Matter of the Filing by NorthWestern Corporation d/b/a NorthWestern Energy for Approval of a Contract with Deviations with Redfield Ethanol Plant.  (Staff Analyst:  Dave Jacobson, Staff Attorney: Karen Cremer)

Commissioner Hanson moved to approve the contract with deviations and tariff revisions, subject to NorthWestern Energy providing a report to the Commission of all costs of constructing the electric extension upon completion and to a finding that this approval does not pre-determine a Commission decision at the time of future rate case proceedings regarding rate treatment concerning possible cost recovery shortfalls resulting from rates approved in Docket EL06-021.  Commissioner Johnson seconded.   Motion passed 2-0.

           

2.         EL06-016   In the Matter of the Petition for Electrical Service by Redfield Energy, LLC to have NorthWestern Corporation d/b/a NorthWestern Energy Assigned as its Electric Provider in the Service Area of Northern Electric Cooperative, Inc.  (Staff Analysts:  Dave Jacobson/Nathan Solem, Staff Attorney:  Karen Cremer)

Commissioner Johnson moved to approve the Electric Service Rights Exception in Docket EL06-016.  Commissioner Hanson seconded.   Motion passed 2-0.

Commissioner Johnson moved to defer this item and continue the meeting until Tuesday, October 10, 2006, at 2:00 p.m.  Commissioner Hanson seconded.   Motion passed 2-0.
