South Dakota Public Utilities Commission Meeting

MINUTES OF THE AD HOC COMMISSION MEETING

Chairman Bob Sahr called the meeting to order. Also present were Vice Chairman Gary Hanson; Executive Director Pamela Bonrud; Commission Advisor Greg Rislov; Commission Attorney John Smith; Staff Attorney Karen Cremer; Staff Analysts Harlan Best and Steve Wegman; and Administrative Secretary Tina Douglas.

Administrative

1. U.S. Department of Energy Grant (Executive Director: Pam Bonrud)

Mr. Wegman stated that a $30,000 grant from the U.S. Department of Energy is available and that the Commission needs to authorize the execution of a Letter of Agreement between the Commission and the Department of Tourism and State Development. The grant period begins on October 1, 2004 and ends on September 30, 2005. The scope of the proposal is to promote and provide education about the benefits of wind power in South Dakota, to conduct rural outreach activities and to continue the anemometer loan initiative for wind monitoring. The Commission agrees to submit documentation of expenses and activity progress reports to the state Energy Management Office located in the Department of Tourism and State Development.

Chairman Sahr moved to authorize the Executive Director to execute a Letter of Agreement between the Commission and the Department of Tourism and State Development regarding the $30,000 grant from the U.S. Department of Energy. Commissioner Hanson seconded and Commissioner Burg concurred. Motion passed 3-0.

2. Consulting Contracts (Executive Director: Pam Bonrud)

Mr. Wegman requested that the Commission approve a consulting contract between the Commission and Ehresmann Engineering, Inc. of Yankton, South Dakota, for a total amount of $9,000 to perform structural analyses of selected existing SD Public Broadcasting telecommunications towers to determine their suitability for possible co-location of anemometers. Payment for these contracts will come from the existing U.S. Department of Energy 2003 grant agreement.

Chairman Sahr moved to authorize the Executive Director to execute a consulting contract between the Commission and Ehresmann Engineering, Inc. of Yankton, South Dakota, for a total amount of $9,000. Commissioner Hanson seconded and Commissioner Burg concurred. Motion passed 3-0.
