MINUTES OF THE COMMISSION MEETING

Chairman Burg called the meeting to order at 4:00 p.m. Present were Commissioner Pam Nelson, Commissioner Laska Schoenfelder, General Counsel Rolayne Ailts Wiest, Fixed Utilities Division Director Greg Rislov, Utility Analyst Dave Jacobson and Administrative Secretary Shirleen Fugitt.

Joining the meeting by phone were Jim Wilcox and John Winter, NSP; and Jennifer Erickson, Pam Natural Gas.

Natural Gas

1. NG97-021 - IN THE MATTER OF THE APPLICATION FOR AN ORDER ESTABLISHING A NATURAL GAS LOCAL DISTRIBUTION UTILITY, AND TO ESTABLISH INITIAL NATURAL GAS TRANSPORTATION RATES FOR NORTHERN STATES POWER COMPANY. (Staff Analyst: Greg Rislov. Staff Attorney: Karen Cremer.)

Ms. Wiest noted that she questions whether the Commission has jurisdiction in this filing. She recommended the Commission approve the flow of construction gas at this time but defer action on the question of Northern States Power's status as a natural gas utility in South Dakota to a later meeting.

Chairman Burg moved to approve the movement of construction gas. Commissioner Nelson seconded and Commissioner Schoenfelder concurred. Motion passed 3-0.

The meeting was adjourned.
