MINUTES OF THE AD HOC COMMISSION MEETING
Chairman Jim Burg called the meeting to order at 10:00 a.m. Present were Commissioner Pam Nelson, Commissioner Laska Schoenfelder, Executive Director Bill Bullard, General Counsel Rolayne Ailts Wiest, Staff Attorneys Karen Cremer and Camron Hoseck, Utility Analyst Bob Knadle, Telecommunications Analyst Charlie Bolle, Consumer Representative Leni Healy and Administrative Secretary Shirleen Fugitt.
Also present were Rich Coit, SDITC and Darla Pollman Rogers, Stockholm-Strandburg Telephone Company.

TC97-068 VIVIAN TELEPHONE COMPANY D/B/A GOLDEN WEST COMMUNICATIONS, INC.
Chairman Burg moved that the Commission designate Vivian Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998, and that its current study area be designated as its service area. In addition, he moved that Vivian be required to advertise the availability of the services supported by the federal universal service support mechanism and the charges therefor using media of general distribution once each year. If the rate for any of the services supported by the federal universal service support mechanism changes, the new rate must also be advertised using media of general distribution. Commissioner Nelson seconded and Commissioner Schoenfelder concurred. Motion passed 3-0.
TC97-069 GOLDEN WEST TELECOMMUNICATIONS COOPERATIVE, INC.
Commissioner Nelson moved that the Commission designate Golden West Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-070 VALLEY CABLE & SATELLITE COMMUNICATIONS, INC.
Commissioner Schoenfelder moved that the Commission designate Valley Cable & Satellite as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-071 VALLEY TELECOMMUNICATIONS COOPERATIVE ASSOCIATION, INC.
Chairman Burg moved that the Commission designate Valley Telecommunications Cooperative Association as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Commissioner Schoenfelder concurred. Motion passed 3-0.
TC97-073 SIOUX VALLEY TELEPHONE COMPANY
Commissioner Nelson moved that the Commission designate Sioux Valley Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-074 MOUNT RUSHMORE TELEPHONE COMPANY
Commissioner Schoenfelder moved that the Commission designate Mount Rushmore Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-075 FORT RANDALL TELEPHONE COMPANY
Chairman Burg moved that the Commission designate Fort Randall Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Commissioner Nelson concurred. Motion passed 3-0.
TC97-077 INTRASTATE TELEPHONE COMPANY, INC.
Commissioner Nelson moved that the Commission designate Intrastate Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-078 INTERSTATE TELECOMMUNICATIONS COOPERATIVE, INC.
Commissioner Schoenfelder moved that the Commission designate Interstate Telecommunications Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. TC97-080 WEST RIVER COOPERATIVE TELEPHONE COMPANY
Chairman Burg moved that the Commission designate West River Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Commissioner Nelson concurred. Motion passed 3-0.
TC97-081 STATELINE TELECOMMUNICATIONS, INC.
Commissioner Nelson moved that the Commission designate Stateline Telecommunications as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998 and a waiver of the requirement to provide single party service until June 1,1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-083 ACCENT COMMUNICATIONS, INC.
Commissioner Schoenfelder moved that the Commission designate Accent Communications as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Chairman Burg seconded and Commissioner Nelson concurred. Motion passed 3-0.
TC97-084 JAMES VALLEY COOPERATIVE TELEPHONE COMPANY
Chairman Burg moved that the Commission designate James Valley Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. TC97-085 HEARTLAND COMMUNICATIONS, INC.
Commissioner Nelson moved that the Commission designate Heartland Communications as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-086 MIDSTATE TELEPHONE COMPANY, INC.
Commissioner Schoenfelder moved that the Commission designate Midstate Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-087 BALTIC TELECOM COOPERATIVE
Chairman Burg moved that the Commission designate Baltic Telecom Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Commissioner Schoenfelder concurred. Motion passed 3-0.
TC97-088 EAST PLAINS TELECOM, INC.
Commissioner Nelson moved that the Commission designate East Plains Telecom as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-089 WESTERN TELEPHONE COMPANY
Commissioner Schoenfelder moved that the Commission designate Western Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Chairman Burg seconded and Commissioner Nelson concurred. Motion passed 3-0.
TC97-090 STOCKHOLM-STRANDBURG TELEPHONE COMPANY
Chairman Burg moved that the Commission designate Stockholm Strandburg Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Commissioner Schoenfelder concurred. Motion passed 3-0.
TC97-092 KENNEBEC TELEPHONE CO., INC.
Commissioner Nelson moved that the Commission designate Kennebec Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-093 JEFFERSON TELEPHONE CO., INC.
Commissioner Schoenfelder moved that the Commission designate Jefferson Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-094 SULLY BUTTES TELEPHONE COOPERATIVE, INC.
Chairman Burg moved that the Commission designate Sully Buttes Telephone Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. TC97-095 VENTURE COMMUNICATIONS, INC.
Commissioner Nelson moved that the Commission designate Venture Communications as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998 and a waiver of the requirement to provide single party service until June 1,1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.

TC97-097 SANBORN TELEPHONE COOPERATIVE
Chairman Burg moved that the Commission designate Sanborn Telephone Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Commissioner Schoenfelder concurred. Motion passed 3-0.
TC97-098 BERESFORD MUNICIPAL TELEPHONE CO.
Commissioner Nelson moved that the Commission designate Beresford Municipal Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-099 ROBERTS COUNTY TELEPHONE COOPERATIVE ASSOCIATION
Commissioner Schoenfelder moved that the Commission designate Roberts County Telephone Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Chairman Burg seconded and Commissioner Nelson concurred. Motion passed 3-0.
TC97-100 RC COMMUNICATIONS, INC.
Chairman Burg moved that the Commission designate RC Communications as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder moved that the Commission designate Hanson Communications d/b/a Hanson County Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Chairman Burg seconded and Commissioner Nelson concurred. Motion passed 3-0.
TC97-131 HANSON COMMUNICATIONS INC. D/B/A MCCOOK TELECOM
Commissioner Nelson moved that the Commission designate Hanson Communications d/b/a McCook Telecom as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Chairman Burg seconded and Commissioner Schoenfelder concurred. Motion passed 3-0.
TC97-154 WEST RIVER TELECOMMUNICATIONS COOPERATIVE
Commissioner Schoenfelder moved that the Commission designate West River Telecommunications Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-155 MOBRIDGE TELECOMMUNICATIONS CO.
Chairman Burg moved that the Commission designate Mobridge Telecommunications Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Commissioner Schoenfelder concurred. Motion passed 3-0.
TC97-163 U S WEST COMMUNICATIONS, INC.
Commissioner Nelson requested that the Commission defer action on this docket. At the hearing, the Commission requested that U S WEST provide it with a list identifying the 52 multi-party customers and their location from the central office. In order to make a finding of exceptional circumstances that would justify a waiver of the single party service requirement, the Commission needs that list prior to making its decision. U S WEST stated that it would be filed as a late filed exhibit but, to date, the Commission has not received it. Action was deferred.
Commissioner Schoenfelder moved that the Commission designate Three River Telco as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Chairman Burg seconded and Commissioner Nelson concurred. Motion passed 3-0.
TC97-176 DICKEY RURAL TELEPHONE COOPERATIVE
Chairman Burg moved that the Commission designate Dickey Rural Telephone Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Commissioner Nelson concurred. Motion passed 3-0.
TC97-177 DICKEY RURAL COMMUNICATIONS, INC.
Commissioner Nelson moved that the Commission designate Dickey Rural Communications as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.

Commissioner Schoenfelder moved that the Commission designate Farmers Mutual Telephone Company as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Chairman Burg seconded and Commissioner Nelson concurred. Motion passed 3-0.
TC97-184 CHEYENNE RIVER SIOUX TRIBE TELEPHONE AUTHORITY
Commissioner Nelson moved that the Commission designate Cheyenne River Sioux Tribe Telephone Authority as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-185 CONSOLIDATED TELEPHONE COOPERATIVE
Commissioner Schoenfelder moved that the Commission designate Consolidated Telephone Cooperative as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Nelson seconded and Chairman Burg concurred. Motion passed 3-0.
TC97-186 CTC COMMUNICATIONS, INC.
Chairman Burg moved that the Commission designate CTC Communications as an ETC for its study area with a waiver of the requirement to offer toll control until December 31, 1998; that its current study area be designated as its service area; and that it follow the advertising requirements adopted in TC97-068. Commissioner Schoenfelder seconded and Commissioner Nelson concurred. Motion passed 3-0.
