PUBLIC UTILITIES COMMISSION MEETING

MINUTES OF THE AD HOC COMMISSION MEETING

Chairman Burg called the meeting to order.  Present were Executive Director Bill Bullard, General Counsel Rolayne Ailts Wiest, Staff Attorneys Karen Cremer and Camron Hoseck, Telecommunications Analysts Harlan Best and Charlie Bolle, Utility Analysts Bob Knadle, Dave Jacobson and Tammi Stangohr, Legal Intern Tricia Zimmer and Administrative Secretary Shirleen Fugitt.

Also present was John Lovald, AT&T.

Joining the meeting by phone were Commissioner Laska Schoenfelder; Commissioner Pam       Nelson; Mary Lohnes and Tom Simmons, Midco Communications; Kathy Marmet, DCT; Loren Hiatt, Rick Wolters and Glenn Solomon, AT&T; and Bill Heaston, Colleen Sevold and Tammi Wilka, U S WEST.       

Natural Gas

1.          NG97-007       IN THE MATTER OF THE FILING BY MONTANA-DAKOTA UTILITIES CO., A DIVISION OF MDU RESOURCES GROUP, INC. FOR TARIFF REVISIONS.  (Staff Analyst:  Dave Jacobson.  Staff Attorney:  Camron Hoseck.)

Mr. Jacobson explained the filing and recommended the waiving of the 30 day notice requirement and the approval of the tariff revisions. 

Chairman Burg moved to waive the 30 day notice requirement and to approve the tariff revisions.  Commissioner Nelson seconded and Commissioner Schoenfelder concurred.  Motion passed 3-0.

Telecommunications

1.     TC96-206       IN THE MATTER OF THE FILING BY U S  WEST COMMUNICATIONS, INC. FOR REVISIONS TO ITS EXCHANGE AND NETWORK SERVICES CATALOG.  (Staff Analyst:  Tammi Stangohr.  Staff Attorney:  Karen Cremer.)

John Lovald addressed AT&T's motion to reopen the record.

Commissioner Nelson moved to reopen the record for the purpose of admitting three additional exhibits in their entirety.  Commissioner Schoenfelder seconded and Chairman Burg concurred.  Motion passed 3-0.

2.         IN THE MATTER OF ESTABLISHING DISCOUNT RATES FOR INTRASTATE TELECOMMUNICATIONS SERVICES PROVIDED TO SCHOOLS AND LIBRARIES.  (Staff Analyst:  Charlie Bolle.)

Mr. Bolle explained the request to open a docket in this matter.

Commissioner Schoenfelder moved to open a docket for establishing discount rates for intrastate telecommunications services provided to schools and libraries.  Commissioner Nelson seconded and Chairman Burg concurred.  Motion passed 3-0.

The meeting was adjourned.
