Keystone XL Pipeline Updates
The following information has been compiled by the South Dakota Public Utilities Commission in an effort to keep the public informed about the status of the proposed TransCanada Keystone XL Pipeline project in South Dakota.
Keystone XL is a proposed 313-mile crude oil pipeline that will cross portions of Harding, Butte, Perkins, Meade, Pennington, Haakon, Jones, Lyman and Tripp counties. The proposed project also includes seven pump stations to be located in Harding, Meade, Haakon, Jones and Tripp counties. The plans specify two pump stations each in Harding and Tripp counties.
TransCanada applied to the PUC for a permit to construct the Keystone XL Pipeline in western South Dakota in March 2009; the PUC granted the construction permit, with conditions, in February 2010. An amended order was issued in June 2010. Because construction of the pipeline in South Dakota did not begin within four years of the permit being issued by the PUC, TransCanada must certify to the PUC that the Keystone XL Pipeline continues to meet the conditions upon which the permit was issued. The company filed for this certification in September 2014. The certification was found valid and accepted in January 2016. The project received a presidential permit in March 2019. The presidential permit was revoked in January 2021 by presidential executive order.
As of Jan. 20, 2021, TC Energy suspended construction of the Keystone XL Pipeline.
