NOTE:  Docket participants who wish to join this meeting by conference call should contact the Commission at 605-773-3201 by 5:00 p.m. CDT on Wednesday, April 10, 2024, to reserve a phone line. Electric

1.      EL23-032        In the Matter of the Application of Northern States Power Company dba Xcel Energy for Approval of Proposed Tariff Modifications to the Controlled Air Conditioning and Water Heater Rider (Residential & Commercial) (Staff Analyst: Joseph Rezac; Staff Attorneys: Amanda Reiss, Logan Schaefbauer)

         On October 27, 2023, the Commission received and Application from Northern States Power Company dba Xcel Energy (Xcel) proposing to modify the Residential Controlled Air Conditioning and Water Heating Rider and Commercial Controlled Air Conditioning Rider (Saver’s Switch) to allow for increased demand response control. Xcel seeks approval to increase the maximum amount of load that can be controlled during a demand event by cycling a participants’ air conditioning load from 50% to 60%. In addition, in the case of a North American Electric Reliability Corporation Level 2 system emergency, Xcel requests the right to cycle up to an 80% reduction.

         TODAY, shall the Commission approve the proposed tariff revisions?

2.      EL24-006        In the Matter of the Application of Black Hills Power, Inc. dba Black Hills Energy for Approval of Its 2023 Economic Development Report and 2024 Economic Development Plan (Staff Analyst: Joseph Rezac; Staff Attorney: Logan Schaefbauer)

         On February 29, 2024, the Commission received an application from Black Hills Power, Inc. dba Black Hills Energy (BHE) requesting approval of its 2023 Economic Development Report and its 2024 Economic Development Plan and Budget. BHE makes this filing in compliance with the settlement stipulation approved in Docket EL14-026. BHE provides actual economic development expenses for 2023 and information regarding the memberships, community sponsorships, and other activities the program supports as well as the 2024 budget and planned economic development activities for the year.

         TODAY, shall the Commission approve Black Hills Power, Inc. dba Black Hills Energy’s 2023 Economic Development Report and its 2024 Economic Development Plan?

3.      EL24-009        In the Matter of the Filing of Northern States Power Company dba Xcel Energy for Approval of Its 2023 Economic Development Activities and 2024 Budget (Staff Analyst: Joseph Rezac; Staff Attorney: Logan Schaefbauer)

         On March 12, 2024, Northern States Power Company dba Xcel Energy (Xcel) filed for approval of its 2023 Economic Development Annual Report and 2024 Economic Development Budget. The filing includes Xcel’s report on the 2023 budgeted and actual economic development expenses and provides documentation of the actual expenses incurred. The filing also details a proposed economic development budget for 2024.

         TODAY, shall the Commission approve Xcel Energy’s 2023 Economic Development Report and its 2024 Economic Development Budget?

Announcements

1.   Commissioners and staff will hold a regional transmission discussion on Thursday, April 11, 2024, at 2:30 p.m. CDT in the Commission’s Conference Room in the State Capitol Building, Pierre, South Dakota.

2.   Commissioners will attend the Center for Public Utilities’ Current Issues Forum, April 14-17, 2024, at the Eldorado Hotel, Santa Fe, New Mexico.

3.   The next regular commission meeting will be Tuesday, April 23, 2024, at 9:30 a.m. CDT in Room 413 at the State Capitol Building, Pierre, South Dakota.

4.   Commission meetings are scheduled for May 8 and 21, 2024.
