NOTE:  Docket participants who wish to join this meeting by conference call should contact the Commission at 605-773-3201 by 5:00 p.m. CST on Monday, February 1, 2021, to reserve a phone line. Lines are limited and assigned on a first come, first served basis, subject to possible reassignment to accommodate persons who must appear in a proceeding. Ultimately, if you wish to participate in docket discussion at the Commission Meeting and a line is not available, you may have to appear in person.

1.      EL20-034        In the Matter of the Joint Request for Service Rights Exception between Sioux Valley-Southwestern Electric Cooperative, Inc. dba Sioux Valley Energy and Lyon Rural Electric Cooperative (Staff Analyst: Joseph Rezac; Staff Attorney: Amanda Reiss)

         On December 2, 2020, the Commission received a joint request for approval of an Agreement for Electric Service Territory Exception between Sioux Valley-Southwestern Electric Cooperative, Inc. (Sioux Valley) and Lyon Rural Electric Cooperative, Inc, (Lyon). The Agreement will allow Lyon to provide single-phase electric service to new rural service in Tract 1 Funke’s Addition, an addition in the SE 1/4 of Section 35, Township 101 North, Range 48 West of the 5th P.M., Minnehaha County, South Dakota, located in Sioux Valley’s territory.  

         TODAY, shall the Commission approve the requested service rights exception between Sioux Valley-Southwestern Electric Cooperative, Inc. and Lyon Rural Electric Cooperative, Inc.?

2.      EL20-035        In the Matter of the Petition of Northern States Power Company dba Xcel Energy for Approval of a Modification to the Back of the Company’s Standard Billing Form and Disconnection Notice (Staff Analyst: Brittany Mehlhaff; Staff Attorney: Amanda Reiss)

         On December 14, 2020, Northern States Power Company dba Xcel Energy (Xcel) filed a Petition for Approval of a Modification to the Back of the Company’s Standard Billing Form and Disconnection Notice. Specifically, Xcel requests the Commission approve the proposed tariff sheets containing the modified back of the Standard Billing Form and the Disconnection Notice to include a change in the telephone number provided to customers as an option for making bill payments when using a credit or debit card. Xcel has recently contracted with a new vendor that will process customers’ credit/debit card payments, necessitating the change in telephone number, effective February 21, 2021. Xcel states the change in vendor will reduce the credit/debit card processing transaction fee that is charged by the vendor to customers and the new platform will also provide customers with a better, more streamlined customer experience.

         TODAY, shall the Commission approve the revised tariff sheets effective February 21, 2021?

All who offer public comments are requested to sign in at the commission meeting or let the commission know of their wish to speak when they call in to reserve a phone line. Time limits for comments may be determined at the discretion of the commission.

Announcements

1.   Commissioners will virtually attend the National Association of Regulatory Utility Commissioners’ Winter Policy Summit, February 4-5, and 8-11, 2021.

2.   The PUC office will be closed Monday, February 15, 2021, in observance of Presidents Day.

3.   The next regular commission meeting will be Friday, February 19, 2021, at 9:30 a.m. CST in Room 413 at the State Capitol Building, Pierre, South Dakota.

4.   Commission meetings are scheduled for March 5 and 16, 2021.
