Electric

1.     EL16-019      In the Matter of Otter Tail Power Company’s 2015 South Dakota Energy Efficiency Plan Status Report and 2016 Annual Filing to Update the Energy Efficiency Adjustment Rider (Staff Analyst: Darren Kearney; Staff Attorney: Adam de Hueck)

On April 29, 2016, Otter Tail Power Company (Otter Tail) filed with the Commission its 2015 Energy Efficiency Plan (EEP) Status Report and 2016 Annual Filing to Update the Energy Efficiency Adjustment Rider. Specifically, Otter Tail requests that the Commission approve its 2015 Status Report, the 2015 financial incentive of $105,900, and the proposed Energy Efficiency Adjustment Factor of $0.00114/kWh with an effective date of July 1, 2016. On June 2, 2016, Otter Tail responded to Staff’s First Data Request.

     TODAY, shall the Commission approve Otter Tail’s 2015 Energy Efficiency Plan Status Report? AND, shall the Commission approve the 2015 Financial Incentive of $105,900? AND, shall the Commission approve the proposed Energy Efficiency Adjustment Factor of $0.00114/kWh with an effective date of July 1, 2016?

Gas and Electric

1.     GE16-002      In the Matter of the Filing by NorthWestern Corporation dba NorthWestern Energy for Approval of Revised Energy Efficiency Adjustment Rates and Demand Side Management Plan Extension (Staff Analyst: Darren Kearney; Staff Attorney: Adam de Hueck)

On May 20, 2016, NorthWestern Corporation, dba NorthWestern Energy (NorthWestern), filed with the Commission a request to extend its current South Dakota Demand Side Management (SDDSM) plan for six months and a request to revise NorthWestern’s Energy Efficiency Adjustment (EEA) rates. Regarding the EEA rates, Northwestern proposes to reduce the electric rate to $0.0000/kwh and reduce the gas rate to a credit of $0.0117/therm. Northwestern requests an effective date of July 1, 2016, for the EEA rate revisions. On June 17, 2016, NorthWestern filed its responses to Staff’s Data Request. In its responses, NorthWestern proposes to extend the currently effective EEA rates through December 31, 2016, rather than adjusting the rates at this time.

     TODAY, shall the Commission approve the six-month extension of NorthWestern’s current Demand Side Management Plan through December 31, 2016? AND shall the Commission approve the extension of the currently effective Energy Efficiency Adjustment rates of $0.0005/kwh for electric service and a credit of $0.0007/therm for gas service through December 31, 2016?

Telecommunications

1.     TC16-005      In the Matter of the Application of Mobilitie Management, LLC for a Certificate of Authority to Provide Local Exchange Services in South Dakota (Staff Analyst: Lorena Reichert; Staff Attorney: Kristen Edwards)

On April 7, 2016, the Commission received a filing from Mobilitie Management, LLC (Mobilitie Management) requesting a Certificate of Authority to provide local exchange services in South Dakota for the purpose of providing transport, backhaul, and broadband data services to business customers and government agencies. Mobilitie Management requests authority throughout the territories of all ILECs open to competition that are not state designated as rural service areas. The company requests a waiver of ARSD 20:10:32:11. On May 25, 2016, Mobilitie Management responded to staff’s data request.

     TODAY, shall the Commission grant Mobilitie Management’s request for a Certificate of Authority to Provide Local Exchange Services in South Dakota and requested waivers?

2.     TC16-007      In the Matter of the Filing by Qwest Corporation dba CenturyLink QC for Approval of Revisions to its Access Service Tariff (Staff Analyst: Joseph Rezac; Staff Attorney: Kristen Edwards)

On May 23, 2016, Qwest Corporation dba CenturyLink QC filed for approval of revisions to its Access Service Tariff. This filing is the fifth step in implementing the Transitional Intrastate Access Service reductions mandated by the Federal Communications Commission’s November 18, 2011, Report and Order and Further Notice of Proposed Rulemaking in WC Docket Nos. 10-90, etc. (FCC 11-161). In this filing CenturyLink also requests changing tariff language to allow customers to report PUI/PVU factors by state rather than LATA and revising obsolete billing language. A July 1, 2016, effective date is requested.

     TODAY, shall the Commission approve the proposed tariff revisions?

Announcements

  1. The PUC offices will be closed Monday, July 4, 2016, in observance of Independence Day.

  2. The next regularly scheduled commission meeting will be Tuesday, July 5, 2016, at 1:30 p.m. CDT in Room 413 at the State Capitol, Pierre, S.D.

  3. Commission meetings are scheduled for July 19 and August 2, 2016.
