1. Status Report on Consumer Utility Inquiries and Complaints Received by the Commission (Consumer Affairs: Deb Gregg)
Electric
On February 16, 2016, Black Hills Power, Inc. dba Black Hills Energy (BHE) filed an Application for Approval of its 2016 Transmission Facilities Adjustment (TFA). BHE seeks approval of the annual true-up of the actual amounts collected in the second year of the TFA, as approved in Docket EL15-007, and the forecasted recovery of revenue requirements associated with the third year of the TFA. BHE proposes TFA rates effective June 1, 2016, through May 31, 2017. Approximately 68,000 South Dakota customers will be affected by the TFA rate change. The bill increase for a typical residential customer averaging 650 kWh per month will be approximately 0.03 percent. On April 29, 2016, BHE filed revised Exhibits 2, 3, 4, and 5.
TODAY, shall the Commission approve the TFA revenue requirement and rates with an effective date of June 1, 2016?
On February 16, 2016, Black Hills Power, Inc. dba Black Hills Energy (BHE) filed an Application for Approval of its 2016 Environmental Improvement Adjustment (EIA). BHE is proposing to include costs related to the Neil Simpson II ESP Upgrade Project, the Gillette Energy Complex Compressed Air System Upgrade Project, and the Amended Silicates Silo Projects. The Company proposes a June 1, 2016, effective date. Approximately 68,000 South Dakota retail customers are affected by the EIA rate change. The annual net increase in the cost of service as proposed by BHE is approximately $117,000. The average bill impact for a typical residential electric customer using 650 kWh is approximately 0.05 percent. On April 29, 2016, BHE filed revised EIA calculations and associated tariff page. On May 3, 2016, Staff filed its Staff Memorandum.
TODAY, shall the Commission approve the 2016 Environmental Improvement Adjustment, including the associated tariff sheet and revised rates, as filed on April 29, 2016, with an effective date of June 1, 2016?
On April 1, 2016, the Commission received a petition from Dakota Plains Ag Center, LLC (Dakota Plains) for a service territory exception pursuant to SDCL 49-34A-56. Dakota Plains requests authorization to take electric service from NorthWestern Corporation dba NorthWestern Energy (NorthWestern). Dakota Plains states it would be a new customer within the territory of Bon Homme Yankton Electric Association, Inc. (B-Y Electric). Intervention has been granted to B-Y Electric, NorthWestern, and South Dakota Rural Electric Association.
TODAY, shall the Commission establish a procedural schedule? OR, how shall the Commission proceed?
Rule Making
The Commission is proposing to adopt rules that set forth specific measurement and testing procedures that an electric utility must follow when the utility tests a dairy for stray voltage or stray current. The proposed rules are 20:10:39:01 to 20:10:39:60, inclusive. A public hearing was held in Room 413, of the State Capitol in Pierre, South Dakota, on March 28, 2016, at 1:30 p.m., to consider the adoption and amendment of the proposed rules. Following the hearing, Xcel Energy, NorthWestern Energy, MidAmerican Energy, and the South Dakota Rural Electric Association filed written comments.
TODAY, shall the Commission make any changes to the proposed rules? And, shall the Commission adopt final rules regarding stray voltage or stray current?
