Electric

1.     EL15-033     In the Matter of the Application of NorthWestern Corporation dba NorthWestern Energy for Approval of Tariff Revisions (Staff Analyst: Brittany Mehlhaff; Staff Attorney: Adam de Hueck)

On September 18, 2015, NorthWestern Corporation dba NorthWestern Energy (NorthWestern) filed a letter requesting approval of revisions to its Fuel Adjustment Clause tariff. NorthWestern proposes to credit the sale of Production Tax Credits (PTCs) from the Beethoven Wind Facility to its electric customers through the Fuel Adjustment Clause tariff. NorthWestern anticipates closing on the Beethoven Wind Facility before October 1, 2015, and thus requests approval with less than 30 days’ notice to begin the inclusion of the PTCs in NorthWestern’s Fuel Adjustment Clause on October 1, 2015.

     TODAY, shall the Commission approve the tariff revisions with less than 30 days’ notice?

Natural Gas

1.     NG15-006     In the Matter of the Filing by NorthWestern Corporation dba NorthWestern Energy for Approval of Revisions to its Tariff Section No. 5 (Staff Analyst: Eric Paulson; Staff Attorney: Adam De Hueck)

On August 28, 2015, the Commission received a filing from NorthWestern Corporation dba NorthWestern Energy (NorthWestern). This filing proposes to update Sheet No. 6.2 in Section No. 5 of NorthWestern’s filed natural gas tariff. NorthWestern’s tariff provides that the Fuel Retention Percentage is to be updated annually and be effective October 1 each year. NorthWestern also proposes to update the fuel rate for customers with an average daily therm usage greater than 30,000. NorthWestern states that customers who fit this high usage criterion are primarily direct connect customers whose gas system is not subject to the normal losses in a distribution system. NorthWestern seeks an effective date of October 1, 2015.

     TODAY, shall the Commission approve the proposed tariff revisions?

Telecommunications

1.     TC15-056     In the Matter of the Approval of a Resale Agreement between Qwest Corporation dba CenturyLink QC and InTTec, Inc. (Staff Analyst: Joesph Rezac; Staff Attorney: Adam de Hueck)

On July 21,2015, the Commission received a filing from Qwest Corporation dba CenturyLink QC, for approval of a Resale Agreement between Qwest Corporation dba CenturyLink QC and InTTec, Inc. pursuant to 47 U.S.C. § 252.

     TODAY, shall the Commission approve the resale agreement? OR, how shall the Commission proceed?

  1. An evidentiary hearing for Docket HP14-002 – In the Matter of the Application of Dakota Access, LLC for an Energy Facility Permit to Construct the Dakota Access Pipeline will be held September 29–October 2 and October 6-9, 2015, beginning at 1:00 p.m. CDT Tuesday, September 29, and 8:00 a.m. thereafter in Room 414 at the State Capitol, Pierre, S.D.

  2. The PUC offices will be closed Monday, October 12, 2015, in observance of Native American Day.

  3. The next regularly scheduled commission meeting will be Tuesday, October 13, 2015, at 1:30 p.m. CDT in Room 413 at the State Capitol Building, Pierre, S.D.

  4. Commission meetings are scheduled for October 27 and November 12, 2015.
