Electric

1.     EL15-016     In the Matter of the Filing by Otter Tail Power Company Regarding Its 2014 Report and 2015 Energy Efficiency Plan Update and Proposed Energy Efficiency Plan for 2016 (Staff Analyst: Darren Kearney; Staff Attorneys: Karen Cremer, Adam de Hueck)

On May 1, 2015, Otter Tail Power Company (Otter Tail) filed its 2014 Energy Efficiency Plan (EEP) results and a request for approval to extend its 2014-15 EEP through 2016. Regarding Otter Tail's 2014 results, the company requests approval of the 2014 financial incentive allowance of $105,445 and also requests approval to increase the Energy Efficiency Partnership Cost Recovery Rider from $0.00103/kWh to $0.00152/kWh. Regarding the 2016 EEP, Otter Tail requests approval of extending the 2014-15 EEP, and the annual budgets therein, through 2016. On June 24, 2015, Otter Tail filed its responses to staff data requests.

     TODAY, shall the Commission approve Otter Tail's 2014 Energy Efficiency Plan Status Report? AND, shall the Commission approve Otter Tail's requested financial incentive allowance of $105,445? AND, shall the Commission approve Otter Tail's proposed Energy Efficiency Partnership Cost Recovery Rider of $0.00152/kWh with an effective date of August 1, 2015? AND, shall the Commission approve extending the 2014-15 Energy Efficiency Plan, and the annual budgets therein, through 2016?

2.     EL15-023     In the Matter of the Petition for Electrical Service by Dakota Access, LLC to have NorthWestern Energy Assigned as its Electric Provider in the Service Area of Northern Electric Cooperative, Inc. (Staff Analysts: Patrick Steffensen, Eric Paulson; Staff Attorney: Adam de Hueck)

On June 16, 2015, the Commission received a petition from Dakota Access, LLC (Dakota Access) for a service territory exception pursuant to SDCL 49-34A-56. Dakota Access requests authorization to take electric service from NorthWestern Energy. Dakota Access states it would be a new customer within the territory of Northern Electric Cooperative, Inc. (Northern Electric). On June 23, 2015, Northern Electric filed a Petition to Intervene.

     TODAY, shall the Commission grant intervention to any parties that may have filed?

  1. The PUC offices will be closed Friday, July 3, 2015, in observance of Independence Day.

  2. A public input session for Docket HP14-001 will be held Monday, July 6, 2015, from 5:30 to 8:30 p.m. CDT in Room 414 at the State Capitol, Pierre, S.D.

  3. A public input hearing for Docket EL15-020 will be held Thursday, July 9, 2015, at 6:30 p.m. MDT in the Newell School Multi-Purpose Room, 501 Dartmouth Avenue, Newell, S.D.

  4. Commissioners and staff will attend the National Association of Regulatory Commissioners' Summer Committee Meetings July 12-15, 2015, at the New York Marriott Marquis, New York City, N.Y.

  5. The next regularly scheduled commission meeting will be Tuesday, July 21, 2015, at 9:30 a.m. CDT in Room 413 at the State Capitol Building, Pierre, S.D.

  6. Commission meetings are scheduled for August 5 and 20, 2015.
