Electric
On June 15, 2011, the Commission received an application by Northern States Power (Xcel) for approval of revisions to Xcel's tariff rate sheets applicable to cogeneration and small power production services, specifically Occasional Delivery Energy Service and Time of Delivery Energy Service rates.
TODAY, shall the Commission grant Xcel's application for tariff revisions?
On August 2, 2011, the Commission received an application by NorthWestern Corporation, d/b/a NorthWestern Energy (NorthWestern) for approval of a contract with deviations to add a second transformer that will serve a proposed addition at the Andes Central School. NorthWestern will install, or arrange for installation of approximately 790 feet of underground cable and a 300 kVA transformer.
TODAY, shall the Commission approve NorthWestern's contract with deviations?
Telecommunications
On September 3, 2010, the Commission received a petition from Cellco Partnership d/b/a Verizon Wireless, and its subsidiaries and affiliates offering commercial mobile radio services in South Dakota (Verizon Wireless), to amend and consolidate the eligible telecommunications carrier (ETC) designations currently held separately in the name of WWC License, LLC and RCC Minnesota, Inc. in the state of South Dakota to reflect Cellco Partnership and its affiliated legal entities as the designated entity. Verizon Wireless requests that amendment and consolidation of the ETC designations be deemed effective immediately. Verizon Wireless further requests that the partial relinquishment of its ETC status in the Golden West Telecommunications Cooperative, Inc. Study Area Code 391659 be deemed effective immediately. The parties agreed to a procedural schedule on November 8, 2010, and later agreed to amend the same and a Notice of Hearing was issued for a July 27 and 28, 2011, hearing. On July 11, 2011, Verizon Wireless filed a Motion to Withdraw its filing in this docket.

1. In the Matter of the Request for Certification Regarding the Use of Federal Universal Service Support in Dockets TC11-029, TC11-037, TC11-039, TC11-046, TC11-047, TC11-048, TC11-054, TC11-056, TC11-063, TC11-062, TC11-065 and TC11-066.
On May 20, 2011, the Commission received an application from the Cheyenne River Sioux Tribe Telephone Authority requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 24, 2011, the Commission received an application from Long Lines Wireless, LLC requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 25, 2011, the Commission received an application from Roberts County Telephone Cooperative Association and RC Communications, Inc. requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 26, 2011, the Commission received an application from Santel Communications Cooperative requesting the Commission to issue a certification to the FCC and USAC indicating it is compliance with 47 U.S.C., Section 254(e) and should received all federal universal service support determined for distribution to the Company in 2012.
On May 27, 2011, the Commission received an application from Knology of the Black Hills, LLC requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 27, 2011, the Commission received an application from Knology Community Telephone, Inc. requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to Company in 2012.
On May 31, 2011, the Commission received an application from Midcontinent Communications requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 31, 2011, the Commission received an application from James Valley Wireless, LLC requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.

On May 31, 2011, the Commission received an application from RCC Minnesota, Inc. dba Verizon Wireless requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 31, 2011, the Commission received an application from WWC License LLC dba Verizon Wireless requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 31, 2011, the Commission received an application from City of Brookings Municipal Telephone requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On June 1, 2011, the Commission received an application from Brookings Municipal Telephone dba Swiftel Communications requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
TODAY, shall the Commission Provide a Certification to the Federal Communications Commission and to the Universal Service Administration Company regarding the Plan for the Use of Federal Universal Services Support as proposed in each of the above dockets?

AND, shall the Commission Provide a Certification that Qwest is Offering Rates Comparable to Other Carriers?
