Electric
1. In the Matter of the Request for approval of Otter Tail Power Company's 2010 and 2011 plan update and 2012 and 2013 proposed energy efficiency plan.
On April 29, 2011, the Commission received a filing from Otter Tail Power Company (Otter Tail) requesting approval of the financial incentive for the 2010 Energy Efficiency Plan and also requesting approval to continue the energy adjustment surcharge as part of its 2011 Energy Efficiency Plan update.
On May 25, 2011, the Commission received a filing from Otter Tail Power Company (Otter Tail) requesting approval of its proposed South Dakota Energy Efficiency Plan for 2012-2013.
TODAY, shall the Commission approve Otter Tail Power Company's 2010 energy efficiency report and financial incentive? AND shall the Commission approve the request for continuation of the program in 2012? AND shall the Commission approve the 2012-2013 Energy Efficiency Plan?
Telecommunications
On April 11, 2011, the Commission received a request to approve an amendment to the Interconnection Agreement between Qwest Corporation and South Dakota Network, LLC.
TODAY, shall the Commission approve the agreement?
2. In the Matter of the Request for Certification Regarding the Use of Federal Universal Service Support in Dockets TC11-021, TC11-023, TC11-025, TC11-030, TC11-032, TC11-033, TC11-035, TC11-036, TC11-038, TC11-040, TC11-041, TC11-042, TC11-045, TC11-053, TC11-055, TC11-058 and TC11-060.
On May 13, 2011, the Commission received an application from Jefferson Telephone Company requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 17, 2011, the Commission received an application from Alliance Communications Cooperative, Inc. requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 17, 2011, the Commission received an application from Splitrock Properties Inc. requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 23, 2011, the Commission received an application from City of Faith Municipal Telephone Company requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 23, 2011, the Commission received an application from West River Cooperative Telephone Company requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 23, 2011, the Commission received an application from Western Telephone Company requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
TC11-035 In the Matter of the Request of Golden West Telecommunications Cooperative, Inc. for Certification Regarding its Use of Federal Universal Service Support (Staff Analyst: Dave Jacobson, Staff Attorney: Kara Semmler)
On May 23, 2011, the Commission received an application from Golden West Telecommunications Cooperative, Inc., Study Area Codes: 391640, 391659, 391667, 391677, 391684, and 391686 requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
TC11-036 In the Matter of the Request of Beresford Municipal Telephone Company for Certification Regarding its Use of Federal Universal Service Support (Staff Analyst: Dave Jacobson, Staff Attorney: Kara Semmler)
On May 24, 2011, the Commission received an application from Beresford Municipal Telephone Company requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 25, 2011, the Commission received an application from Valley Telecommunications Cooperative Association, Inc. requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 25, 2011, the Commission received an application from RC Communications, Inc., dba RC Services requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 26, 2011, the Commission received an application from Midstate Communications, Inc. requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 26, 2011, the Commission received an application from Midstate Telecom, Inc. requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 26, 2011, the Commission received an application from SSTELECOM, Inc. dba ITC requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 31, 2011, the Commission received an application from Northern Valley Communications, LLC requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 31, 2011, the Commission received an application from James Valley Cooperative Telephone Company requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 31, 2011, the Commission received an application from Farmers Mutual Telephone Company requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
On May 31, 2011, the Commission received an application from Red River Rural Telephone Association requesting the Commission to issue a certification to the FCC and USAC indicating it is in compliance with 47 U.S.C., Section 254(e) and should receive all federal universal service support determined for distribution to the Company in 2012.
TODAY, shall the Commission Provide a Certification to the Federal Communications Commission and to the Universal Service Administration Company regarding the Plan for the Use of Federal Universal Services Support as proposed in each of the above dockets?
On July 7, 2011, Qwest Corporation d/b/a CenturyLink QC (Qwest) filed a request for approval of the company's Exchange and Network Tariff No. 1. Qwest has proposed an effective date of August 8, 2011.

- Commissioners will attend the Sioux Valley Energy Symposium Thursday, August 25, 2011, at University Center in Sioux Falls, S.D.
- An ad hoc commission meeting will be held Tuesday, August 30, 2011, at 1:00 p.m., CDT, in Room 413 at the State Capitol Building, Pierre, S.D.
- Commissioners and staff will attend the South Dakota State Fair, September 1-5, 2011, at the South Dakota State Fairgrounds in Huron, S.D.
- The Public Utilities Commission offices will be closed Monday, September 5, 2011, in observance of Labor Day.
- Commissioners and staff will tour the Glacial Lakes Energy facility in Watertown, Thursday, September 8, 2011.
- The next regularly scheduled commission meeting will be held Tuesday, September 13, 2011, at 9:30 a.m., CDT, in Room 413 at the State Capitol Building, Pierre, S.D.
- Commission meetings are scheduled for September 27 and October 11, 2011.
- The Public Utilities Commission offices will be closed Monday, October 10, 2011, in observance of Native American Day.
