EL05-023 In the Matter of the Application of Xcel Energy for a Construction Permit to Build 9.6 Miles of the Split Rock to Lakefield Junction 345 kV Transmission Line and Add Facilities to the Split Rock Substation. (Staff Analyst: Michele Farris, Staff Attorney: Karen Cremer)

On August 26, 2005, Xcel Energy submitted an application for a Construction Permit to build 9.6 miles of 345 kV Transmission Line from Split Rock to Lakefield Junction and add Facilities to the Split Rock Substation. A new 345 kilovolt line from the Split Rock Substation located west of Brandon, South Dakota to the Minnesota line is proposed to be constructed. The line will be approximately 9.6 miles in length and comprise the western portion of an 86-mile 345 kV transmission line between Split Rock Substation west of Brandon, South Dakota to the Lakefield Junction Substation east of Lakefield, Minnesota. Improvements to the Split Rock Substation will be constructed to accommodate the new 345 kV interconnection.

TODAY, shall the Commission assess a filing fee not to exceed $19,750 with an initial deposit of $8,000?

TC05-126 In the Matter of the Request of Valley Telecommunications Cooperative Association, Inc. for Certification Regarding its Use of Federal Universal Service Support. (Staff Analyst: Harlan Best, Staff Attorney: Karen Cremer)

On August 3, 2005, Valley Telecommunications Cooperative Association, Inc. (Valley) provided information constituting Valley's plan for the use of its federal universal service support and to otherwise verify that Valley will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254.

TC05-138 In the Matter of the Request of Venture Communications Cooperative for Certification Regarding its Use of Federal Universal Service Support. (Staff Analyst: Harlan Best, Staff Attorney: Karen Cremer)

On August 5, 2005, Venture Communications Cooperative (Venture) provided information constituting Venture's plan for the use of its federal universal service support and to otherwise verify that Venture will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254.

TC05-152 In the Matter of the Request of Great Plains Communications, Inc. for Certification Regarding its Use of Federal Universal Service Support. (Staff Analyst: Harlan Best, Staff Attorney: Karen Cremer)

On August 8, 2005, Great Plains Communications, Inc. (Great Plains) provided information constituting Great Plains' plan for the use of its federal universal service support and to otherwise verify that Great Plains will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254.

TC05-154 In the Matter of the Request of Farmers Mutual Telephone Company for Certification Regarding its Use of Federal Universal Service Support. (Staff Analyst: Harlan Best, Staff Attorney: Karen Cremer)

On August 11, 2005, Farmers Mutual Telephone Company (Farmers Mutual) provided information constituting Farmers Mutual's plan for the use of its federal universal service support and to otherwise verify that Farmers Mutual will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254.

TC05-162 In the Matter of the Request of PrairieWave Community Telephone, Inc. for Certification Regarding its Use of Federal Universal Service Support. (Staff Analyst: Harlan Best, Staff Attorney: Karen Cremer)

On August 26, 2005, PrairieWave Community Telephone, Inc. (PrairieWave) provided information constituting PrairieWave's plan for the use of its federal universal service support and to otherwise verify that PrairieWave will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254.

TC05-163 In the Matter of the Request of Black Hills FiberCom, L.L.C. for Certification Regarding its Use of Federal Universal Service Support. (Staff Analyst: Harlan Best, Staff Attorney: Karen Cremer)

On August 26, 2005, Black Hills FiberCom, LLC d/b/a PrairieWave Communications, Inc. (Black Hills) provided information constituting Black Hills' plan for the use of its federal universal service support and to otherwise verify that Black Hills will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254.

TODAY, shall the Commission Provide a Certification to the Federal Communications Commission and to the Universal Service Administration Company Regarding the Plan for the Use of Federal Universal Services Support as Proposed in Each of the Above Dockets?

2. TC05-156 In the Matter of the Request of Qwest Corporation for Certification Regarding its Use of Federal Universal Service Support. (Staff Analyst: Harlan Best, Staff Attorney: Karen Cremer)

On August 12, 2005, Qwest Corporation (Qwest) provided information constituting Qwest's plan for the use of its federal universal service support and to otherwise verify that Qwest will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254.

TODAY, shall the Commission Certify that Qwest's Residential Rates in Rural Areas are Reasonably Comparable to the Urban Rates Nationwide and shall the Commission Provide a Certification to the Federal Communications Commission and to the Universal Service Administration Company Regarding the Plan for the Use of Federal Universal Services Support as proposed in this docket?

3. TC05-084 In the Matter of the Application of Onvoy, Inc. for an Amended Certificate of Authority to Provide Interexchange Telecommunications Services in South Dakota. (Staff Analyst: Michele Farris, Staff Attorney: Sara Greff)

On July 31, 1992, the South Dakota Public Utilities Commission issued an order granting Minnesota Independent Interexchange Corporation d/b/a Polaris Telcom (MIIC) authority to provide interexchange telecommunications services to customers of Farmers Mutual Telephone Company and Valley Telephone Company. On June 22, 2005, Onvoy, Inc. (Onvoy), the successor parent company of MIIC, filed an application seeking authority to provide interexchange telecommunication services throughout South Dakota. Onvoy intends to offer direct dial, toll free and operator services through the use of its own equipment and resale to business and wholesale markets.

TODAY, shall the Commission Grant the Amended Certificate of Authority to Onvoy, Inc.?

4. TC05-100 In the Matter of the Application of Acceris Management and Acquisition LLC for a Certificate of Authority to Provide Interexchange Telecommunications Services in South Dakota. (Staff Analyst: Michele Farris, Staff Attorney: Sara Greff)

On July 6, 2005, Acceris Management and Acquisition LLC filed for a Certificate of Authority to provide interexchange telecommunications services in South Dakota. The applicant will provide resold intrastate telecommunications services on a statewide basis. The applicant intends to provide MTS, in-WATS, out-WATS, and calling card services.

TODAY, shall the Commission Grant the Certificate of Authority to Acceris Management and Acquisition LLC?

5. In the Matter of Approving Amendments to Agreements in TC05-114 and TC05-147.

TC05-114 In the Matter of the Filing for Approval of an Amendment to an Interconnection Agreement between Qwest Corporation and 1-800-Reconex, Inc. d/b/a USTel. (Staff Attorney: Sara Greff)

On August 2, 2005, the Commission received a filing for approval of a Triennial Review Order and Triennial Review Remand Order Amendment to the Interconnection Agreement between Qwest Corporation and 1-800-Reconex, Inc. d/b/a USTel. According to the parties, this Amendment incorporates the Triennial Review Order and Triennial Review Remand Order into the already existing Interconnection Agreement between the parties, which was approved by the Commission on July 24 [27], 2004, in Docket TC04-200 [100].

TC05-147 In the Matter of the Filing for Approval of an Amendment to an Interconnection Agreement between Qwest Corporation and Midcontinent Communications. (Staff Attorney: Sara Greff)

On August 5, 2005 the Commission received a filing for the approval of an Expedite Requests Amendment to an Interconnection Agreement between Qwest Corporation and Midcontinent Communications. According to the parties, the Amendment adds terms, conditions and rates for Expedite Requests.

TODAY, shall the Commission Approve the Amendments to the Agreements?

1. The next regularly scheduled Commission meeting will be held September 27, 2005, at 9:30 a.m. in Room 412, at Pierre, South Dakota.
