    1.     NG05-002       In the Matter of the Application of Montana-Dakota Utilities Co. for Authority   to Increase Rates for Natural Gas Service (Staff Analyst: Dave Jacobson, Staff   Attorney: Sara Greff) 
    
        Application by Montana-Dakota Utilities   Co. (MDU) for approval to increase rates for natural gas service to customers   served by its East River Natural Gas System by $849,745 annually or 12.2% based   on MDU's adjusted 2004 test year. The company states the proposed increase for a   residential customer would average about $9.10 per month. The proposed rates may   potentially affect approximately 5,800 customers in MDU's East River System. The   Commission suspended the imposition of the tariff for 90 days beyond April 23,   2005, and assessed a filing fee for actual expenses not to exceed $100,000 at   its April 12, 2005, meeting. On July 12, 2005, the Commission voted to suspend   the imposition of the tariff for an additional 60 days beyond July 22, 2005. On   August 23, 2005, MDU and Commission Staff filed a Joint Motion for Approval of   the Settlement Stipulation. Commission Staff filed a Memorandum Supporting the   Settlement Stipulation.

        2.     NG05-009       In the Matter of the Filing by MidAmerican Energy Company for Approval of Tariff   Revisions. (Staff Analysts: Dave Jacobson/Bob Knadle, Staff Attorney: Sara   Greff)
        
        On July 29, 2005, MidAmerican Energy Company filed an   application seeking approval of revisions to its Monthly Metered Transportation   Gas Pilot Project. The proposed revisions would increase the administrative   charge to reflect the annual true up and add language to provide more   description of the program.

        3.     NG05-010       In the Matter of the Filing by NorthWestern Corporation d/b/a NorthWestern   Energy for Approval of a Contract with Deviations with South Dakota Wheat   Growers. (Staff Analyst: Dave Jacobson, Staff Attorney: Sara   Greff)
        
        Application by NorthWestern Energy for approval of a   contract with deviations with South Dakota Wheat Growers to serve grain drying   facilities, and associated tariff revisions. NorthWestern Energy is proposing to   serve the customer pursuant to its currently tariffed Rate 85, Commercial and   Industrial Interruptible Sales Service. The proposed contract would allow   NorthWestern Energy to collect a customer contribution to recover the cost of   investments in line extensions necessary to serve the customer. NorthWestern   Energy has requested approval with less than 30 days notice.

        The following Petitioners, Kennebec   Telephone Company, Santel Communications Cooperative, Sioux Valley Telephone   Company, Golden West Telecommunications Cooperative, Inc. (and Vivian Telephone   Company and Kadoka Telephone Company), Armour Independent Telephone Company (and   Bridgewater-Canistota Independent Telephone Company and Union Telephone   Company), Swiftel Communications, Beresford Municipal Telephone Company, McCook   Cooperative Telephone Company, Valley Telecommunications Cooperative   Association, Inc., Faith Municipal Telephone Company, Midstate Communications,   Inc., Western Telephone Company, Interstate Telecommunications Cooperative,   Inc., Alliance Communications Cooperative, Inc. and Splitrock Properties, Inc.,   Roberts County Telephone Cooperative Association and RC Communications, Inc.,   Venture Communications Cooperative, West River Cooperative Telephone Company,   Stockholm-Strandburg Telephone Company, and Tri-County Telcom, Inc., request   that the Commission extend the suspension of intramodal and intermodal Local   Number Portability (LNP) for each Petitioner until six months after the Federal   Communications Commission (FCC) completes its final regulatory flexibility   analysis and publishes it in accordance with 5 U.S.C. Section 604(b).   Petitioners further request that, should they wish to continue the suspension   beyond the six month period, the Commission extend the time for filing such a   petition for suspension until three months after the FCC completes its final   regulatory flexibility analysis and publishes it in accordance with 5 U.S.C.   Section 604(b). On August 15, 2005, the South Dakota Telecommunications   Association (SDTA) filed a Petition for Intervention. Midcontinent   Communications (Midcontinent) filed a Petition to Intervene on August 18, 2005.   WWC License LLC d/b/a CellularOne (WWC) filed a Petition to Intervene on August   25, 2005.
