Administration
1. Approval of the Minutes of the Commission Meeting Held on June 22, 2004. (Staff: Tina Douglas.)
Consumer Issues
1. Status Report on Consumer Utility Inquiries and Complaints Received by the Commission. (Consumer Affairs: Jim Mehlhaff)
Complainants state that in addition to loaning the respondent several thousand dollars they also purchased a ten-year pre-paid long distance phone service contract in July of 1998. On June 5, 2003, service was terminated without notice. Complainants seek to be reimbursed for the pre-paid service not provided or to have service restored for the balance of the contract.
TODAY, if the above matter is resolved, shall the Commission Dismiss the Complaint and Close the Docket?
Electricity
Application by Otter Tail Power Company (Otter Tail) for approval to revise its tariffed Summary List of Contracts with Deviations. The existing contract with the Village of Marvin will expire on July 2, 2004. Otter Tail states the new agreement does not contain any deviations from Otter Tail's currently filed tariff and therefore requests that reference to a contract with the Village of Marvin be removed from the Summary List of Contracts with Deviations.
TODAY, shall the Commission approve the Tariff Revisions?
Telecommunications
On May 10, 2004, Granite Telecommunications, LLC filed a petition asking for exemption from developing company-specific cost-based switched access rates. The Applicant requests waivers of ARSD 20:10:27:07, 20:10:27:12 and 20:10:27:13. Applicant intends to mirror the switched access tariffed rates of Qwest.
TODAY, shall the Commission approve the Intrastate Switched Access Tariff and grant the Exemption from Developing Company Specific Cost-Based Switched Access Rates for Granite Telecommunications, LLC?
On May 12, 2004, United American Technology, Inc. filed an application seeking a Certificate of Authority to provide interexchange telecommunications services in South Dakota. The Applicant intends to offer resold long distance, Toll-Free and travel card services to residential and small business customers.
TODAY, shall the Commission grant the Certificate of Authority to United American Technology, Inc.?
Public Communications Services, Inc. is seeking a Certificate of Authority to provide interexchange telecommunications services in South Dakota. The Applicant intends to offer collect, prepaid and debit basis interexchange telecommunications services to inmates of prisons, jails and other confinement institutions.
TODAY, shall the Commission grant the Certificate of Authority to Public Communications Services, Inc.?
In an Order dated December 17, 2003, the Commission granted Granite Telecommunications, LLC (Granite) authority to provide local exchange and interexchange telecommunications services in South Dakota, subject to restrictions from offering prepaid services or from accepting customer deposits and advance payments. On June 8, 2004, the Commission received a filing from Granite requesting relief from those restrictions.
TODAY, shall the Commission grant an Amended Certificate of Authority to Granite Telecommunications, LLC?
On June 22, 2004, Cheyenne River Sioux Tribe Telephone Authority, Eagle e, South Dakota, filed a switched access cost study developing a revenue requirement and minutes of use that are included in the revenue requirement and minutes of use used to determine the switched access rates for the Local Exchange Carriers Association.
TODAY, shall the Commission assess a filing fee not to exceed $100,000 with an initial deposit of $1,000?
On June 23, 2004, Alliance Communications Cooperative, Inc., Garretson, South Dakota, filed a switched access cost study developing a revenue requirement and minutes of use that are included in the revenue requirement and minutes of use used to determine the switched access rates for the Local Exchange Carriers Association.
TODAY, shall the Commission assess a filing fee not to exceed $100,000 with an initial deposit of $1,000?
On June 23, 2004, Splitrock Properties, Inc., Garretson, South Dakota, filed a switched access cost study developing a revenue requirement and minutes of use that are included in the revenue requirement and minutes of use used to determine the switched access rates for the Local Exchange Carriers Association.
TODAY, shall the Commission assess a filing fee not to exceed $100,000 with an initial deposit of $1,000?
On June 23, 2004, Valley Telecommunications Cooperative Association, Inc., Herried, South Dakota, filed a switched access cost study developing a revenue requirement and minutes of use that are included in the revenue requirement and minutes of use used to determine the switched access rates for the Local Exchange Carriers Association.

Announcements
1. The next regularly scheduled Commission meeting will be held July 20, 2004, at 9:30 a.m. in Room 412, at Pierre, South Dakota.
2. Commission meetings are scheduled for August 17 and 31, 2004.
3. Hearings are scheduled June 29 - July 2, 2004, in the LNP Dockets.
4. The PUC offices will be closed July 5, 2004, in observance of Independence Day.
5. A joint public forum to discuss cellular-wireless service coverage between the South Dakota Public Utilities Commission and the North Dakota Public Service Commission will take place July 7, 2004 in Eureka, South Dakota at 3:00 p.m. (CDT) at the Northwest GF Mutual Insurance Company, 705 8th Street and at 7:00 PM (CDT) at the City Hall Council Chambers, 113 1st Avenue NW, Ashley, ND.
6. Commissioners and Staff will be attending the NARUC summer meetings in Salt Lake City, UT July 12 - 14, 2004.
7. A hearing in EL04-017 is scheduled for July 19, 2004 at 10:30 a.m. in Room 412, at Pierre, South Dakota
8. A meeting to discuss cell phone service will be held at 7:00 p.m. in Alcester, South Dakota on July 21, 2004.
9. Hearings in docket TC03-193 are scheduled for July 27 - 29, 2004, in Pierre, South Dakota.
