Telecommunications
On July 1, 2002, the Fort Randall Telephone Company and Mount Rushmore Telephone Company filed a switched access cost study developing a revenue requirement and minutes of use that are included in the revenue requirement and minutes of use used to determine the switched access rates for the Local Exchange Carrier Association. On July 3, 2002, the Commission electronically transmitted notice of the filing and the intervention deadline of July 19, 2002, to interested individuals and entities. On July 15, 2002, the Commission received a Petition to Intervene from S&S Communications (S&S). On July 23, 2002, the Commission granted S&S' Petition to Intervene and voted to assess Fort Randall/Mt. Rushmore a $1,000 filing fee. On August 28, 2003, a Motion to Dismiss was filed by Fort Randall/Mt. Rushmore. The Intervenor filed a Brief in Resistance to Motion to Dismiss on September 4, 2003.

Dogstar Telephone Co. has filed an application for a Certificate of Authority to provide resold local exchange telephone services in South Dakota. The applicant intends to provide resold local exchange telecommunication services to business and residential customers including a basic local exchange service option for residential customers, 911 and enhanced 911 emergency service, directory assistance, operator-assisted dialing, and lifeline services in Qwest served telephone areas.
TODAY, shall the Commission approve the Certificate of Authority for Dogstar Telephone Co.?
Capsule Communications, Inc. has filed an application for a Certificate of Authority to provide interexchange telecommunications services in South Dakota. The applicant intends to provide resold interexchange services, including 1+ and 101XXXX outbound dialing, 800/888 Toll-Free inbound dialing, directory assistance, data services, and travel card service throughout South Dakota. On September 8, 2003, Staff requested Capsule to provide required information no later than September 15, 2003.
TODAY, what is the Commission's decision?
On July 17, 2003, the Commission received a filing for approval of an Amendment to an Interconnection Agreement between Qwest Corporation and PrairieWave Telecommunications, Inc. According to the parties, the amendment is made in order to add the terms, conditions and rates for CMDS hosting and message distribution as set forth in Attachment 1 and Exhibit A, as attached to the Amendment. Any party wishing to comment on the agreement may do so by filing written comments with the Commission and the parties to the agreement no later than August 6, 2003. Parties to the agreement may file written responses to the comments no later than twenty days after the service of the initial comments.
TODAY, shall the Commission approve the proposed Amendment?
27. In the Matter of the Filing for Approval of Reciprocal Transport and Termination Agreements in TC03-157 and TC03-166.
On August 14, 2003, the Commission received a filing for approval of a Reciprocal Transport and Termination Agreement between PrairieWave Telecommunications, Inc. and Midwest Wireless Communications, LLC. According to the filing, the parties wish to put in place an arrangement for the mutual exchange and reciprocal compensation of local telecommunications traffic which is intended to supersede any previous arrangements between the parties relating to such traffic.
On August 20, 2003, the Commission received a filing for approval of a Reciprocal Transport and Termination Agreement between Midcontinent Communications and Cellco Partnership d/b/a Verizon Wireless, CommNet Cellular License Holding, LLC, Missouri Valley Cellular Inc., Sanborn Cellular Inc. and Eastern South Dakota Cellular Inc. According to the filing, the parties wish to put in place an arrangement for the mutual exchange and reciprocal compensation of telecommunications traffic in accordance with the Act, and which is intended to supersede any previous arrangements between the parties relating to such traffic.
TODAY, shall the Commission approve the proposed Reciprocal Transport and Termination Agreements?
On August 19, 2003, the Commission received a filing for approval of a Resale Agreement between Qwest Corporation (Qwest) and Alticomm, Inc. (Alticomm). According to the filing, the agreement sets forth the terms, conditions and pricing under which Qwest will offer and provide to Alticomm ancillary services and telecommunications services available for resale within the geographical areas in which both parties are providing local exchange service at that time, and for which Qwest is the incumbent local exchange carrier within the state of South Dakota for purposes of providing local telecommunications services.
TODAY, shall the Commission approve the proposed Resale Agreement?
On August 15, 2003, Western Wireless Corporation provided information constituting Western Wireless Corporation's plan for the use of its federal universal service support, excluding the support amounts received for the Pine Ridge Reservation, and to otherwise verify that Western Wireless Corporation will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254. On September 4, 2003, SDTA filed a letter with the Commission objecting to the request by WWC to treat the entirety of the information in Exhibit A, attached to its filing, as confidential and proprietary information. In addition, SDTA requested access to that information which is not appropriately designated confidential information.
TODAY, shall the Commission set a procedural schedule? Shall the Commission provide a certification to the Federal Communications Commission and to the Universal Service Administration Company regarding the plan for the use of federal universal services support as proposed in each of the above dockets?

On June 30, 2003, the Local Exchange Carriers Association (LECA) filed revised switched access tariff pages. The purpose of these revisions is to implement changes in rates as necessitated by revisions in member companies' revenue requirements and access minutes of use.

Section 254.

Section 254.
TODAY, shall the Commission provide a certification to the Federal Communications Commission and to the Universal Service Administration Company regarding the plan for the use of federal universal services support as proposed in each of the above dockets?
