Telecommunications
On July 14, 1998, the Commission received an application by Main Street Telephone Company for a Certificate of Authority to operate as a telecommunications company within the state of South Dakota. "Applicant seeks authority to offer a full range of "1+" interexchange telecommunications services on a resale basis. Specifically, applicant seeks authority to provide MTS, out-WATS, in-WATS, and Calling Card services. Applicant does not intend to provide operator services, 900 or 700 services."
TODAY, shall the Commission grant a Certificate of Authority to Main Street Telephone Company?
On September 3, 1998, the Commission received a complaint by Loretta Spear against U S WEST Communications regarding updating lines. Complainant raises service issues including static on their lines, service disruptions, delayed repairs, and inability to receive Caller ID subscription. The Complainant requests the following relief: "Insure that credit is given for Caller ID and 3 weeks without telephone service. Also resolution to updating telephone service in the area."
TODAY, does the Commission find probable cause of an unlawful or unreasonable act, rate, practice or omission to go forward with this complaint and serve it upon the Respondent?
On September 11, 1998, the Commission received a complaint from Dale and Rene Larson against U S WEST Communications regarding disconnection. Complainants allege that on August 22, 1998, their telephone number was disconnected and someone else's number was ringing into their line. The business line had been disconnected several days before the problem was discovered. The Complainants requested a repair of their service. At the time the Complainants filed the complaint, the service had not been repaired. The Complainants are requesting $1500 from U S WEST for lost business and damages.

On September 2, 1998, the Commission received a complaint by Loretta Spear against McLeodUSA Telecommunications Services, Inc. regarding unacceptable services. Complainant alleges that on April 27, 1998, telephone service was requested to be installed at Complainant's residence on May 1, 1998. Service was not provided until May 20, 1998. The Complainant requests $185 for switching fees, $200 for emotional stress, and payment of cellular service."

On September 14, 1998, the Commission received a complaint by John R. Steele, Plankinton against MCI regarding fraudulent marketing practices. Complainant alleges that actual rates charged by MCI were higher than rates promised for intra and interstate long distance calls. Complainant is requesting that MCI honor a $.12 per minute rate along with a 20 percent rebate at the end of the first year; or that MCI switch his service back to DTG and rerate his current bill at the promised rate.
