Telecommunications

1. TC96-188 IN THE MATTER OF THE APPLICATION OF 360· LONG DISTANCE, INC. FOR A CERTIFICATE OF AUTHORITY TO PROVIDE TELECOMMUNICATIONS SERVICES IN SOUTH DAKOTA. (Staff Analyst: Tammi Stangohr. Staff Attorney: Karen Cremer.)

On November 25, 1996, the Commission received an application by 360· Long Distance, Inc. for a Certificate of Authority to operate as a telecommunications company within the state of South Dakota. The applicant proposes to offer both inbound and outbound interexchange products, including "1 plus," 800/888 and calling card services, for the direct transmission and reception of voice and data between locations throughout the state of South Dakota. No interventions were filed.

TODAY, shall the Commission grant 360· Long Distance, Inc. a Certificate of Authority?

2. TC97-009 IN THE MATTER OF THE APPLICATION OF MERIDIAN TELECOM CORPORATION FOR A CERTIFICATE OF AUTHORITY TO PROVIDE TELECOMMUNICATIONS SERVICES IN SOUTH DAKOTA. (Staff Analyst: Tammi Stangohr. Staff Attorney: Karen Cremer.)

On January 28, 1997, the Commission received an application by Meridian Telecom Corporation (Meridian) for a Certificate of Authority to operate as a telecommunications company within the state of South Dakota. Meridian seeks authority to offer inbound, outbound, directory assistance, calling card, and prepaid calling card services to presubscribed business customers and to presubscribed residential customers. No interventions were filed.

3. TC97-010 IN THE MATTER OF THE APPLICATION OF TELCO PARTNERS, INC. FOR A CERTIFICATE OF AUTHORITY TO PROVIDE TELECOMMUNICATIONS SERVICES IN SOUTH DAKOTA. (Staff Analyst: Tammi Stangohr. Staff Attorney: Camron Hoseck.)

On February 3, 1997, the Commission received an application by Telco Partners, Inc. (Telco) for a Certificate of Authority to operate as a telecommunications company within the state of South Dakota. Telco seeks authority to provide MTS, out-WATS, in-WATS, and calling card services. Telco does not intend to provide operator services, 900 or 700 services. No interventions were filed.

4. TC97-013 IN THE MATTER OF THE APPLICATION OF INTERNATIONAL GATEWAY COMMUNICATIONS, INC. FOR A CERTIFICATE OF AUTHORITY TO PROVIDE TELECOMMUNICATIONS SERVICES IN SOUTH DAKOTA. (Staff Analyst: Tammi Stangohr. Staff Attorney: Camron Hoseck.)

On February 10, 1997, the Commission received an application by International Gateway Communications, Inc. (IGC) for a Certificate of Authority to operate as a telecommunications company within the state of South Dakota. Applicant seeks authority to provide MTS, out-WATS, in-WATS, and calling card services. Applicant does not intend to provide operator services, 900 or 700 services. No interventions were filed.

5. TC97-014 IN THE MATTER OF THE APPLICATION FILED BY DAKOTA COOPERATIVE TELECOMMUNICATIONS, INC., DAKOTA TELECOM, INC., AND DAKOTA TELECOMMUNICATIONS SYSTEMS, INC. REQUESTING THE COMMISSION TO DETERMINE WHETHER IT OBJECTS TO A WAIVER BY THE FCC OF THE DEFINITION OF A STUDY AREA. (Staff Analyst: Harlan Best. Staff Attorney: Camron Hoseck.)

On February 10, 1997, the Commission received an application by Dakota Cooperative Telecommunications, Inc. and its subsidiary companies, Dakota Telecom, Inc. and Dakota Telecommunications Systems, Inc. (Dakota), requesting that the South Dakota Public Utilities Commission determine whether it objects to a waiver by the FCC of the definition of "Study Area" contained in Part 36 Appendix-Glossary of the FCC's rules to allow Dakota to expand its South Dakota study area boundaries to include the new local exchange facilities it is constructing in Viborg and Centerville. Dakota will provide service to consumers in the Centerville and Viborg exchanges through its subsidiaries, and has begun providing such services. Dakota's current study area completely surrounds the Viborg and Centerville exchanges. Dakota is building a new, state-of-the- art switching facility in Viborg, which is centrally located with respect to Dakota's service area. If the Commission does not object to such a waiver by the FCC, Dakota requests that the PUC provide Dakota with a letter to that effect. On February 28, 1997, the South Dakota Independent Telephone Coalition, Inc. (SDITC) filed a timely petition to intervene in this docket. Also on this date, Fort Randall Telephone Company filed a petition to intervene via electronic transmission.

TODAY, shall the Commission grant interventions to SDITC, Fort Randall Telephone Company, and any other party that may timely file for intervention?
