EL11-030 In the Matter of the Filing by NorthWestern Corporation, dba NorthWestern Energy for Approval of Tariff Revisions
On December 30, 2011, Northwestern Corporation doing business as Northwestern Energy ("NorthWestern") requested approval of revisions to its Electric Tariff. Specifically, NorthWestern requests approval of Section 3, sheet 25.2, as NorthWestern will no longer perform maintenance work on customer owned lighting systems. NorthWestern also requests approval of revisions to Section 5, sheet 1, which adds language to allow NorthWestern to require a customer of at least legal age be present at service turn on or during any work at the customer's premise.

EL11-031 In the Matter of the Filing by Otter Tail Power Company for Approval of Tariff Revisions
On December 30, 2011, Otter Tail Power Company ("Otter Tail") requested approval of updates to its Small Power Producer Riders, Sections 12.01, 12.02, and 12.03 of its Tariff Book. The listed sections set forth rates under which Otter Tail is obligated to purchase energy and capacity from qualifying facilities. This request proposes to update the energy and capacity payments.

NG11-008 - In the Matter of the Filing by NorthWestern Corporation dba NorthWestern Energy for Approval of its Tariff Revisions
On December 30, 2011, the Commission received a filing by NorthWestern Corporation dba NorthWestern Energy ("NorthWestern") to revise its Natural Gas Tariff. NorthWestern proposes to add language so the company may require a customer or customer representative at least the legal age of majority, or 18 years of age, be present at service turn on or be present when performing work inside a customer's facility. NorthWestern is also proposing that when calculating a contribution in aid of construction, the distance of the service will be measured from the company's gas main instead of the customer's property line.

TELECOMMUNICATIONS
On December 29, 2011, Local Exchange Carriers Association (LECA) filed an application for revisions to Access Tariff No. 1. In its filing, LECA is adding language for the identification and rating of Toll VoIP-PSTN traffic per the Federal Communications Commission Report and Order in WC Docket Nos. 10-90, etc., FCC Release No. 11-161 (Nov.18, 2011). The revisions also address call signaling obligations of customers.

On January 3, 2012, Metropolitan Telecommunications of South Dakota, Inc. dba MetTel filed for approval of its Competitive Access Provider Services Tariff Number 3. This filing is intended to comply with the Federal Communications Commission's Report and Order and Further Notice of Proposed Rulemaking, in Docket Nos. WC Docket No. 10-90, et al., FCC Release No. 11-161, by implementing provisions governing Voice over Internet Protocol telephony – Public Switched Telephone Network ("VoIP-PSTN") Traffic.
