On July 18, 2012, the South Dakota Public Utilities Commission (Commission) received a filing from NorthWestern Corporation, dba NorthWestern Energy (NorthWestern), for approval of a Contract with Deviations. The proposed contract would provide electric service to a new municipal pump with the municipality paying for the cost to extend services to the pump location. Inclusion of these costs would place the charges outside the tariffed rates currently on file with the Commission.

On July 17, 2012, the Commission received a complaint filed by Northern Natural Gas Company (Northern), Harrisburg, South Dakota, against John Wellnitz, Yale, South Dakota, in Yale, South Dakota. Northern alleges Mr. Wellnitz called in a One Call ticket after striking the pipeline.

TELECOMMUNICATIONS
On July 12, 2012, the Commission received a filing from Local Exchange Carriers Association (LECA) requesting approval of its Access Service Tariff No. 1. This filing proposes to modify tariff language for the Identification and Rating of VoIP-PSTN Traffic to be in compliance with the Federal Communications Commission's April 25, 2012, Second Order of Reconsideration in WC Docket 10-90, etc., FCC Release No. 12-47. LECA requests that the proposed changes become effective July 13, 2012.

Any party wishing to comment on the Amendment may do so by filing written comments with the Commission and the parties to the Amendment no later than August 1, 2012. Parties to the Amendment may file written responses to the comments no later than twenty days after service of the initial comments.

On July 17, 2012, the Commission received a filing from Budget PrePay, Inc. dba Budget Phone (Company). This filing implements the terminating switched access rate reductions of the Federal Communications Commission Report and Order in WC Docket No. 10-90, etc., FCC No. 11-161 (released November 18, 2011) ("FCC Order"). The Company had no intrastate South Dakota terminating access demand for FY 2011, therefore no reductions were necessary. This filing reduces the terminating access rate(s) to the proposed July 2014 rate(s), should the Company start to provide access services. The Company requests an effective date for this filing of July 18, 2012.
