On September 13, 2011, the Commission received an Electric Service Territory Agreement between Grand Electric Cooperative, Inc. and Southeast Electric Cooperative, Inc. This filing is made pursuant to current efforts of the PUC to verify electric territory mapping data for conversion to electronic format and use in a Geographic Information System (GIS) database. With the assistance of the above-referenced utilities, Commission Staff has confirmed the service territory boundary shared by these utilities and has prepared updated mapping information.

NATURAL GAS
NG11-005 - In the Matter of the Filing by NorthWestern Corporation dba NorthWestern Energy for Approval to Revise the Rates Included in the Contracts with Deviations Previously Approved in Dockets NG10-003, NG10-004, NG10-005, and NG10-006
On September 14, 2011, the Commission received an application by NorthWestern Energy to revise the rates approved in dockets NG10-003, NG10-004, NG10-005, and NG10-006 which are all Contracts with Deviations entered into with South Dakota Wheat Growers at facilities located in Aberdeen, Willow Lake, Andover and Yale, respectively. The initial rates approved in each of these filings were based on certain estimates of the cost to extend and upgrade facilities to serve these customers. The final cost for providing service pursuant to the Contracts has now been determined and is significantly lower than originally estimated. NorthWestern and Wheat Growers have now agreed to new lower rates for service provided under each of these contracts which reflect the actual lower costs. NorthWestern has requested approval with less than 30 days notice.

On September 12, 2011, the Commission received a complaint filed by Watertown Municipal Utilities, (Watertown Municipal), Watertown, South Dakota, against Hobart Construction, Watertown, South Dakota. Watertown Municipal alleges excavation occurred without obtaining a One Call locate ticket.

TELECOMMUNICATIONS
On September 8, 2011, the Commission received a Joint Application from Hills Telephone Company (Hills), Splitrock Properties, Inc. (Splitrock), and Alliance Communications Cooperative, Inc. (Alliance), for Approval of an Amendment to Certificate of Authority of Alliance Communications Cooperative, Inc. The parties are seeking Commission approval for the sale by merger of the local telephone exchanges currently served by Splitrock and Hills to Alliance and an amendment to the certificate of authority held by Alliance.

On September 9, 2011, the Commission received a filing pursuant to 47 U.S.C. §252 for approval of an Amendment to add terms, and conditions for Single Point of Presence in the LATA, between Qwest Corporation and Broadvox-CLEC, LLC. The Amendment is set forth in Attachment 1 and Attachment 2. The Amendment shall be deemed effective upon approval by the Commission. Any party wishing to comment on the Amendment may do so by filing written comments with the Commission and the parties to the Amendment no later than September 29, 2011. Parties to the Amendment may file written responses to the comments no later than twenty days after service of the initial comments.
