EL10-003        In the Matter of the Request of Xcel Energy to Take Action Prohibiting the Operation of Aggregators of Retail Customers in South Dakota.

            On March 29, 2010, Xcel requested the Commission open a docket and take action preventing Aggregators of Retail Customers (ARCs) from beginning operations on June 1, 2010. In the filing, Xcel also referenced comments submitted to the Commission in a March 1, 2010, letter as supporting evidence.

TC10-022        In the Matter of the Application of South Dakota Network, LLC for a Certificate of Authority to Provide Competitive Local Exchange Service in Qwest Service Areas.

           On March 26, 2010, the Commission received an application from South Dakota Network, LLC (SDN) for a certificate of authority to provide local exchange service in Qwest Corporation service areas in South Dakota. SDN seeks authority to provide local exchange voice services to business customers through voice over Internet protocol (VoIP) or through use of unbundled network elements or resale of voice service provided by Qwest.
