CT09-002        In the Matter of the Complaint filed by Eunice Caldwell, Pierre, South Dakota, against Email Discount Network Regarding Unauthorized Billing.

            On September 29, 2009, Eunice Caldwell filed a complaint against Email Discount Network.  Eunice Caldwell alleges she was billed for services she did not order.  The charges were added to her monthly phone bill.

ELECTRIC

EL09-017        In the Matter of the Joint Request for an Electric Service Rights Exception between Nebraska Public Power District and Northwest Rural Public Power District.

            On September 29, 2009, Nebraska Public Power District (NPPD) and Northwest Rural Public Power District (Northwest) filed a joint request for an electric service territory exception. The purpose of the request is to allow Northwest to serve a customer in NPPD's service territory in Shannon County, just north of the Nebraska border. The customer in question is in favor of the exception.

EL09-018        In the Matter of the Application of Black Hills Power, Inc. for Authority to Increase its Electric Rates.

            Application by Black Hills Power, Inc. (BHP) for approval to increase rates for electric service to customers in its South Dakota service territory. BHP states that it proposes to increase rates by approximately $32 million annually or approximately 26.6% based on BHP's test year ending June 30, 2009. The company states a typical residential electric customer using 600 kWh per month would see a net increase of  $17.99 per month. The proposed rates may potentially affect approximately 64,100 customers in BHP's service territory.

NATURAL GAS

NG09-006       In the Matter of the Consideration of the Energy Independence and Security Act of 2007.

            The Energy Independence and Security Act of 2007 amends Section 303(b) of the Public Utility Regulatory Policies Act of 1978 (15 U.S.C. 3203(b)).  Specifically, the amendment adds energy efficiency and rate design natural gas standards for state consideration.  The Commission must consider these standards and make a specific determination on whether their implementation is appropriate in South Dakota.

TC09-090        In the Matter of the Filing for Approval of an Interconnection Agreement between Qwest Corporation and Northern Valley Communications, LLC.

            On September 29, 2009, the Commission received a filing for approval of an Interconnection Agreement between Qwest Corporation and Northern Valley Communications, LLC.  Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than October 19, 2009.  Parties to the Agreement may file written responses to the comments no later than twenty days after service of the initial comments.
