RULEMAKING

RM08-002       In the Matter of the Adoption of Rules Regarding PURPA Interconnection.

      The Commission will take comments on the PURPA Interconnection Rules as proposed by Staff.  Comments will be accepted through October 9, 2008.  Staff's proposed rules may be found on the Public Utilities Commission's home page at the following address:

       /commission/dockets/rulemaking/2008/rm08-002/rules.pdf

After deciding on the rules to use in the formal rulemaking process, the Commission will hold a public hearing and again accept comments.  After the hearing, the Commission will consider all written and oral comments it receives on the proposed rules.  The Commission may modify or amend a proposed rule at that time to include or exclude matters as described in the notice of hearing.

TC08-113        In the Matter of the Application of Midstate Telecom, Inc. for a Certificate of Authority to Provide Interexchange Telecommunications Services in South Dakota.

            On September 12, 2008, Midstate Telecom, Inc. (MTI) filed an application for a certificate of authority to provide interexchange telecommunications services in the exchanges served by Qwest throughout South Dakota.  MTI requests confidential treatment of its financial information.

TC08-114        In the Matter of the Application of Central Telecom Long Distance, Inc. for a Certificate of Authority to Provide Interexchange Telecommunications Services in South Dakota.

            On September 15, 2008, Central Telecom Long Distance, Inc. filed an application for a certificate of authority to provide resold interexchange telecommunication services in the State of South Dakota.  Central Telecom Long Distance, Inc. plans to provide these services throughout South Dakota.
