ONE CALL
On August 21, 2008, the South Dakota One Call Notification Board received a complaint filing from NorthWestern Energy. According to the complaint, on August 18, 2008, Vanderpol Dragline, Inc. of Mitchell, SD did not follow all necessary statutory precautions to avoid facility damage while removing dirt for a road construction project. Facility damage did occur.

On August 21, 2008, the South Dakota One Call Notification Board received a complaint filing from NorthWestern Energy. According to the complaint, Vanderpol Dragline, Inc. of Mitchell, SD did not follow all necessary statutory precautions to avoid facility damage while removing dirt for a road construction project. Vanderpol Dragline, Inc. first excavated on August 18, 2008, and damaged facilities. Such excavation is the subject of an earlier complaint. This complaint results from continued excavation that occurred on August 20, 2008, again in violation of One Call Statutes and Rules. Again, just as on August 18, 2008, the complainant alleges facility damage occurred.

NATURAL GAS
Application by Montana-Dakota Utilities Co. for Commission approval to change the effective date of purchased gas adjustment tariff(s) from bills rendered to a service rendered basis. The change will in effect pro-rate purchased gas costs to the respective portion of each month a billing period represents.

NG08-009 In the Matter of the Filing by NorthWestern Energy for Approval of Tariff Revisions.
Application by NorthWestern Energy to update its fuel retention percentage for natural gas transportation service. NorthWestern Energy's tariff provides that the fuel retention percentage be adjusted annually with the updated percentage to be effective October 1 of each year

TELECOMMUNICATIONS
On August 25, 2008, Sprint Communications Company L.P. filed for Commission approval revisions to the company's Access Service Tariff No. 3. The revisions relate to the introduction of Toll Free Database Access Service--Vertical Feature Query functionality. The company has requested an effective date of September 15, 2008, for the tariff changes.

On August 27, 2008, SSTelecom, Inc., d/b/a ITC filed an application for a certificate of authority to provide resold interexchange telecommunication services in the State of South Dakota. SSTelecom, Inc. plans to provide these services in exchanges served by Qwest throughout South Dakota.
