OC07-009 - In the Matter of the Complaint filed by Northern Natural Gas Company, Omaha, Nebraska, against Bowes Construction, Inc. Brookings, South Dakota.

On December 5, 2007, the South Dakota One Call Notification Board received a filing of a complaint by James R. Talcott of Northern Natural Gas Company, Omaha, Nebraska. According to the complaint, although a locate ticket was called in Bowes Construction, Inc. prematurely began excavation work in the NW ¼ of Section 14, Township 110 North, Range 51 West, Brookings County, South Dakota, prior to the marking of facilities.

EL07-035 - In the Matter of the Petition of Northern States Power Company Regarding the Accounting Treatment for Nuclear Refueling Outage Costs.

On December 5, 2007, Northern States Power Company d/b/a Xcel Energy filed a petition with the Commission seeking a decision regarding a proposed accounting method for planned refueling outages at three nuclear plants. Xcel is seeking to change from direct-expense accounting to a deferral-and-amortization method. Xcel is also seeking confidential treatment of its Forecast Outage Refueling Schedule and Amortization of Reload O&M Costs.
