COMPLAINTS
Complaint by Patrick Cassidy against Reduced Rate Long Distance, LLC regarding the unauthorized long distance charges billed to him. The Complainant contends Reduced Rate charged him for services he neither ordered nor authorized. The Complainant requests any outstanding bills be cleared, in addition to corrective action to remedy any negative affect the unauthorized bills may have had on his credit history and further requests the PUC Order Reduced Rate to pay any statutory fines the PUC deems appropriate.

ONE CALL
On November 16, 2007, the South Dakota One Call Notification Board received a filing of a complaint by Jack Brinkley of PrairieWave Communications, Sioux Falls, South Dakota. According to the complaint, the City of Hurley failed to request a locate, yet began excavation work at the south edge of Hurley on November 14, 2007. The excavation resulted in damage to the complainant's facilities.

TELECOMMUNICATIONS
On November 16, 2007, PrairieWave Telecommunications, Inc. (PrairieWave) filed a Petition for Exemption from ARSD 20:10:27:11 to 20:10:27:13. PrairieWave requests that the Commission exempt PrairieWave from developing company-specific cost-based switched access rates in 2007 and to continue to charge its currently tariffed intrastate switched access charges.

On November 19, 2007, the Commission received a filing for approval of a Single Point of Presence (SPOP) Amendment to the Interconnection Agreement between Qwest Corporation and Alltel Communications, Inc. f/k/a WWC License LLC for the State of South Dakota. Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than December 10, 2007. Parties to the Agreement may file written responses to the comments no later than twenty days after service of the initial comments.
