ELECTRIC
On July 23, 2007, Black Hills Power filed for Commission approval a contract with deviations from the General Service Large tariff with the South Dakota Science and Technology Authority (SDS&TA). This contract replaces the previous contract with the Homestake Mining Company effective 1/1/2000 and assumed by SDS&TA in July 2006. This contract will relieve a portion of the demand charges for the Homestake Underground Laboratory Complex for five years.

NATURAL GAS
Application by MidAmerican Energy to extend the existing Monthly Metered Transportation Gas Pilot Project and the Interruptible Monthly Metered Transportation Gas Pilot Project through April 30, 2008. These gas pilot projects are set to expire August 31, 2007. The Iowa Utilities Board is currently reviewing the results of similar programs that are set to expire April 30, 2008, in Iowa and MidAmerican is requesting that the South Dakota programs expire at that time also, so changes, if any, can be filed concurrently in both jurisdictions.

Application by NorthWestern Energy for approval of a Contract with Deviations for recovery of the cost of facilities to provide expanded service to Lake Preston Cooperative's new grain drying equipment. NorthWestern Energy requests approval with less than 30 days notice in order to accommodate the customer's need for service in a timely manner.

Application by Montana-Dakota Utilities Co. for approval to change the date of the annual Surcharge Adjustment filing required under its Purchased Gas Cost Adjustment Rate 88 and East River Purchased Gas Cost Adjustment Rate 89 from May 1 each year to October 1 each year. The change is requested in order to better match the effects of the withdrawals of gas from storage with the replacement of that gas within the same annual PGA period.

ONE CALL
On July 23, 2007 the South Dakota One Call Notification Board received a filing of a complaint by John McNamara of One Call Systems against D&D Trailer Park also known as S.P.O.T. (herein "D&D") of DeSmet, South Dakota. According to the complaint, D&D failed to respond to notification of excavation and further has not established means to receive notification of excavations from the One Call Center.
