COMPLAINTS
Complaint by Michael McCreight against NorthWestern Energy regarding NorthWestern's refusal to provide utility service at the Stardust Motel in Mitchell, SD. Mr. McCreight recently signed a lease agreement for the Stardust Motel and now desires to transfer utilities into his name and restore utilities to the Motel. He intends to reopen the Motel for business and act as the Motel manager and operator. NorthWestern refused Mr. McCreight's request due to a balance owed by the former owner and operator of this same property.

ELECTRIC
On May 16, 2007, PPM Energy, Inc. (PPM) filed a request for a declaratory ruling as to whether PPM is required to have a siting permit per SDCL 49-41B from the Commission for the proposed 43.5 - 55 MW Buffalo Ridge I Project in Brookings County. Currently PPM is developing the 55.5 MW MinnDakota Project in Brookings County which will become commercially operable in 2007. PPM has a 99 MW Conditional Use Permit from Brookings County for the MinnDakota Project. PPM has a 12 MW Conditional Use Permit from Brookings County for the proposed Buffalo Ridge I Project and has applied to Brookings County to increase this to 55 MW. PPM has also requested that if the two projects are considered one project, does the 12 MW increment between the 43.5 MW and the 55 MW meet the definition of the 25 MW project expansion per SDCL 49-41B-2(12)?

TELECOMMUNICATIONS
On May 15, 2007, South Dakota Network, LLC (SDN) submitted Access Tariff No. 2 which cancels Access Tariff No. 1. SDN's replacement tariff contains numerous format and textual changes and changes to the nonrecurring charges to more closely reflect current operating costs in Section 8, Additional Engineering, Additional Labor and Miscellaneous Services. No revisions were made to SDN's Centralized Equal Access rates.
