ELECTRIC
On January 22, 2007, Otter Tail Power Company filed for approval of a tariff revision. The Bulk Interruptible Rate agreement with Valley Queen Cheese has been removed from the Summary of Contracts with Deviations Sheet as Valley Queen has elected to receive power under Otter Tail's Large General Service Tariff.

On January 22, 2007, Northern States Power Company, d/b/a Xcel Energy ("Xcel") filed a petition to temporarily modify the on-peak time period of the Xcel's Time-of-Day service tariffs. The purpose is to accommodate a federally mandated trial change in the Daylight Savings Time ("DST"). The Company proposes to apply these tariff modifications in March 2007, coincident with the change in DST.

PIPELINE SAFETY
On January 18, 2007, the Commission received for approval a filing from Montana-Dakota Utilities Company (MDU) requesting a waiver of a portion of 49 CFR Part 192.479 and 192.481(a). MDU requests a specific waiver of Part 192.481(a) to allow atmospheric corrosion inspection frequency at least once every 4 calendar years, but with intervals not to exceed 51 months. Section 192.481 subsection (a) requires inspection of onshore pipe exposed to atmosphere for evidence of corrosion at least once every 3 calendar years, but with intervals not exceeding 39 months. This waiver would apply to exposed natural gas pipelines according to Part 192.479.

TELECOMMUNICATIONS
On January 18, 2007 the Commission received a filing for the approval of an Interconnection Agreement between Aventure Communication Technology, LLC and Jefferson Telephone Company, LLC. Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than February 7, 2007. Parties to the Agreement may file written responses to the comments no later than twenty days after service of the initial comments.

On January 18, 2007, Matrix Telecom Inc. d/b/a Matrix Business Technologies ("Matrix") filed an application for a certificate of authority to provide facilities-based and resold local exchange telecommunications services in South Dakota. Matrix intends to provide local exchange telecommunications services and exchange access services, in part through the use of leased unbundled network elements from Incumbent Local Exchange Carriers (ILECs), commercial wholesale agreements, resale of services obtained from other carriers, or any combination thereof. Matrix intends to provide service throughout the area served by Qwest.
