ELECTRIC 

EL05-025      In The Matter of the Joint Request for an Electric Service Rights Exception Between Otter Tail Power Company and Whetstone Valley Electric Cooperative. 

On October 6, 2005, Whetstone Valley Electric Cooperative (Whetstone) and Otter Tail Power Company (OTP) filed for Commission approval a request for a Service Rights Exception.  The agreement between Whetstone and OTP would permit Whetstone to provide service to two rail switches for Western Consolidated Cooperative in its grain handling operation in the SE1/4 of Section 7, Township 120 North, Range 49, West in OTP's service area.  Western Consolidated Cooperative has no objections to approval of the agreement.

TELECOMMUNICATIONS 

TC05-180      In the Matter of the Application of Asia Talk Telecom, Inc. d/b/a HelloCom Inc. for a Certificate of Authority to Provide Interexchange Telecommunications Services in South Dakota. 

On October 7, 2005, Asia Talk Telecom, Inc. d/b/a HelloCom Inc. filed an application seeking a Certificate of Authority to provide interexchange services throughout South Dakota on a resale basis.  The Applicant intends to offer interexchange services, including 1+ and 101XXXX outbound dialing, 800/888 Toll-Free inbound dialing, directory assistance, data services and postpaid calling card service to primarily residential and small to mid-sized business customers.

TC05-181      In the Matter of the Filing for Approval of an Amendment to an Interconnection Agreement between Qwest Corporation and Granite Telecommunications, LLC. 

On October 11, 2005, the Commission received a filing for approval of an Expedites for Design Services Amendment to the Interconnection Agreement between Qwest Corporation and Granite Telecommunications, LLC.  According to the parties, this Amendment adds terms, conditions and rates to the original Expedites for Design Services.  Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than October 31, 2005.  Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.

TC05-182      In the Matter of the Filing for Approval of an Amendment to an Interconnection Agreement between Qwest Corporation and OrbitCom, Inc.

On October 11, 2005, the Commission received a filing for approval of a Triennial Review Order and Triennial Review Remand Order Amendment to the Interconnection Agreement between Qwest Corporation and OrbitCom, Inc.  According to the parties, this Amendment deletes, changes or adds terms and conditions for certain UNEs.  Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than October 31, 2005.  Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.
