EL05-013 In the Matter of the Filing for Approval of an Electric Service Agreement between Black Hills Power, Inc. and the State of South Dakota for the Operations of South Dakota School of Mines & Technology and Black Hills State University.

Application by Black Hills Power, Inc. for approval of an Electric Service Agreement with the State of South Dakota to continue to provide electric distribution and Supplemental Supply service to Black Hills State University and South Dakota School of Mines and Technology. Currently Black Hills Power, Inc. provides electric transmission, distribution and Supplemental Supply to these State facilities under a contract dated June 1, 2000. The existing contract term extended until June 30, 2003, with the ability to be continued until terminated by either Party giving the other Party one year notice.

EL05-014 In the Matter of the Joint Request for an Electric Service Territory Boundary Change between Butte Electric Cooperative, Inc. and Black Hills Power, Inc.

On April 8, 2005, the Commission received a Request for Approval of an Electric Service Territory Agreement Jointly Submitted by Butte Electric Cooperative (Butte) and Black Hills Power (Black Hills). Butte and Black Hills have agreed to exchange four separate territorial areas. The exchanges include a proposed lift station at Exit 17 in Lawrence County, exchange of territory in the Sandstone Hills/Countryside Subdivision, exchange of territory due to Highway 85 line relocation and construction, and property owned by Kevin McKee. Both utilities support the request and state the exchange of territory would provide for an electric system that avoids unnecessary duplication of facilities and helps minimize operational challenges.
