The Midwest Independent Transmission System Operator, Inc. (MISO) is implementing the MISO Day 2 Market on April 1, 2005. Implementation of the Day 2 Market will change the way the utility generates and purchases energy for delivery to serve retail customers in South Dakota. The MISO transactions will take the place of prior transactions relating to energy procurement. The proposed tariff changes would allow the new MISO transactions to flow through the fuel clause as did prior non-MISO energy procurement transactions. The tariff revisions are requested to be approved with less than 30 days notice in order to be effective upon the April 1, 2005, start date of the MISO Day 2 Market.

TELECOMMUNICATIONS
On March 10, 2005, the Commission received a filing for approval of a Notice of Election of Interconnection Agreement between Qwest Corporation and KMC Data, LLC. According to the parties, "KMC Data elects to receive interconnection services in accordance with the terms of the interconnection agreement between Qwest and AT&T approved by the Commission on May 13, 2004 in Docket No. TC04-080." Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than March 30, 2005. Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.

On March 10, 2005, UCN, Inc. filed an application for a certificate of authority to provide resold and facilities-based local exchange telecommunications services in South Dakota. UCN, Inc. proposes to serve residential and business customers with inbound and outbound resold long distance telecommunications services. UCN, Inc. plans to provide local service through commercial resale agreements. UCN, Inc. requests authority to operate as a competitive local exchange carrier in all areas defined by the existing exchange areas of Qwest Corporation.

On March 15, 2005, New Rochelle Telephone Corp. (New Rochelle) Telephone Corp. filed an application for a certificate of authority to provide interexchange and local telecommunications services in South Dakota. New Rochelle proposes to serve residential and business customers with inbound and outbound resold long distance telecommunications services. New Rochelle will not provide operator assisted services. New Rochelle plans to provide local service through a combination of resale of incumbent local exchange carrier (ILEC) services in combination with a strategic utilization of unbundled network elements purchased from the ILEC. New Rochelle requests authority to operate as a competitive local exchange carrier in all areas defined by the existing exchange areas of Qwest Corporation.
