 CT06-009      In the Matter of the Complaint filed by Motel 6, Mitchell, South Dakota, against eChurch Network Regarding Unauthorized Billing

On December 4, 2006, Motel 6 filed a formal complaint against eChurch. Complainant claims it received a telephone bill with unauthorized eChurch long distance charges.  Complainant did not authorize the long distance charges.  Complainant seeks to have the Public Utilities Commission help resolve this matter by enforcing applicable rules and statutes, including but not limited to the imposition of any fine or penalty if informal resolution cannot be reached.

TELECOMMUNICATIONS 

TC06-194      In the Matter of the Filing for Approval of Terms and Conditions for Interconnection, Unbundled Network Elements, Ancillary Services and Resale of Telecommunications Services between Qwest Corporation and Midstate Telecom, Inc.

On November 30, 2006 the Commission received a filing for the approval of an Interconnection Agreement between Qwest Corporation and Midstate Telecom, Inc.  Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than December 20, 2006.  Parties to the Agreement may file written responses to the comments no later than twenty days after service of the initial comments.

TC06-195      In the Matter of the Application of ITI Inmate Telephone, Inc. for a Certificate of Authority to Provide Interexchange Telecommunications Services in South Dakota

On December 4, 2006, ITI Inmate Telephone, Inc. filed an application seeking a Certificate of Authority to offer automated collect calling services to inmates of confinement facilities within the State of South Dakota.

TC06-196      In the Matter of the Filing by Capital Telephone Company, Inc. for Approval of its Intrastate Switched Access Tariff and for an Exemption from Developing Company Specific Cost-Based Switched Access Rates

On December 5, 2006, Capital Telephone Company, Inc. filed a petition for approval of its switched access tariff and for waivers from:

  • Developing company specific cost-based switched access rates
  • Use of the formula in 20:10:27:12 so that Qwest rates may be mirrored
  • Filing cost data every three years per 20:10:27:07
  • Calculation of billing and collection costs per 20:10:27:13
