TC06-145      In the Matter of the Filing for Approval of an Amendment to an Interconnection Agreement between Qwest Corporation and Qwest Communications Corporation.  

On August 17, 2006 the Commission received a filing for the approval of an Amendment to the Interconnection Agreement between Qwest Corporation and Qwest Communications Corporation.  According to the parties, the Amendment deletes certain UNEs and changes or adds terms and conditions to certain UNEs.  Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than September 6, 2006.  Parties to the Agreement any file written responses to the comments no later than twenty days after service of the initial comments.

TC06-146      In the Matter of the Request of Citizens Telecommunications Company of Minnesota, LLC for Certification Regarding its Use of Federal Universal Service Support.  

On August 17, 2006, Citizens Telecommunications Company of Minnesota, LLC (Citizens) provided information constituting Citizens' plan for the use of its federal universal service support and to otherwise verify that Citizens will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254.

TC06-147      In the Matter of the Application of First Communications, LLC for a Certificate of Authority to Provide Interexchange Telecommunications Services in South Dakota.   

On August 18, 2006, First Communications, LLC (First Communications), applied to the Commission for a Certificate of Authority to provide a full array of resold interLATA and intraLATA interexchange telecommunications services to business and residential customers in the State of South Dakota. Specifically, First Communications seeks authority to provide basic "1+" long distance services, otherwise known as Message Telecommunications Service ("MTS"), travel card services, and Toll-Free services.  First Communications will not provide operator assisted services and plans to provide its service on a resale basis.

 TC06-148      In the Matter of the Request of Jefferson Telephone Company for Certification Regarding its Use of Federal Universal Service Support. 

On August 18, 2006, Jefferson Telephone Company (Jefferson) provided information constituting Jefferson's plan for the use of its federal universal service support and to otherwise verify that Jefferson will use all federal universal service support received in a manner that is consistent with the federal universal service provisions of 47 U.S.C. Section 254. Jefferson also filed a request for extension of the August 1, 2006, deadline for filing its annual certification with the Commission.

On August 22, 2006 the Commission received a filing for the approval of an Amendment to the Interconnection Agreement between Qwest Corporation and Long Lines Metro, LLC f/k/a CommChoice LLC for the State of South Dakota.  According to the parties, the Amendment deletes certain UNEs and changes or adds terms and conditions to certain UNEs.  Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than September 11, 2006.  Parties to the Agreement any file written responses to the comments no later than twenty days after service of the initial comments.
