One June 16, 2006, the South Dakota One Call Notification Board received a filing of a complaint by Mike Garry of Northern Natural Gas, 47493 272nd Street, Harrisburg, South Dakota against Poinsett Colony of Estelline, South Dakota. According to the complaint, Poinsett Colony failed to put in a locate ticket before commencing excavation near a high pressure gas pipeline located at 47493 272nd Street in Harrisburg, South Dakota.

TELECOMMUNICATIONS
On June 16, 2006, 360networks (USA) inc. filed an application seeking a Certificate of Authority to provide competitive local exchange access (network) services within Qwest's service territory including switched access and transport, to commercial interconnecting carriers through South Dakota. Applicant plans to deploy dedicated network facilities and switching equipment consisting of high capacity broadband facilities and switching equipment. Applicant's network may be supplemented through resale of incumbent carrier services and/or leasing portions of incumbent networks where Applicant does not maintain, nor is deploying facilities. With this application, the applicant also submitted a switched access tariff for which it appears to be requesting approval of.

On June 16, 2006, the Commission received a filing for the approval of a Wireline Adoption Interconnection Agreement between Qwest Corporation and Trans National Communications International, Inc. According to the parties, "Trans National Communications International, Inc. is adopting the interconnection agreement between Talk America, Inc. and Qwest Corporation that was approved by the Commission on October 20, 2004 in Docket No. TC04-193." Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than July 6, 2006. Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.

On June 16, 2006, the Commission received a filing for the approval of a Triennial Review Order and Triennial Review Remand Order Amendment to the Interconnection Agreement between Qwest Corporation and PrairieWave Black Hills, L.L.C., f/k/a Black Hills FiberCom, L.L.C. According to the parties, this Amendment deletes, changes or adds terms and conditions for certain UNEs. Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than July 6, 2006. Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.
