ELECTRIC
On March 27, 2006, West Central Electric Cooperative, Inc (West Central) filed for Commission approval a Service Territory Transfer Agreement between West Central and West River Electric Cooperative Association, Inc. (West River). West Central agrees to transfer to West River all of that portion of Section 6, Township 6 North, Range 18 East of the Black Hills Meridian, Haakon County, South Dakota.
It is the opinion of both West Central and West River that this transfer of service area is in the best interests of both parties, as well as in the public interest.

On March 29, 2006, Black Hills Power Inc. filed a request to change a service territory boundary with Butte Electric described as the South ½ of Section 10, T5N, R4E, East of the Black Hills Meridian, Lawrence County, South Dakota. This filing is to implement a change originally agreed to on October 24, 1989, allowing Butte Electric to serve this area but inadvertently not filed nor changed at that time.

TELECOMMUNICATIONS
On March 24, 2006 the Commission received a filing for the approval of a Type 1 and Type 2 Paging Connection Service Agreement between Qwest Corporation and Vantek Communications, Inc. According to the parties, "[t]his Agreement covers Type 1 and Type 2 Paging Connection Service which consists only of those one-way intraLATA/intrastate land-to-pager trunks." Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than April 13, 2006. Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.

On March 24, 2006 the Commission received a filing for the approval of a Type 1 Wireless Interconnection Agreement between Qwest Corporation and Kentec Communications, Inc. According to the parties, the Agreement sets forth the terms, conditions and pricing under which Qwest will offer Interconnection and Ancillary services within a defined area. Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than April 13, 2006. Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.

On March 27, 2006, YMax Communications Corp. (YMax) filed an application seeking a Certificate of Authority to provide local exchange services using a combination of either unbundled network elements or resold services within Qwest Corporation's South Dakota service territory. YMax may eventually provide local services via its own switching facilities.
