TELECOMMUNICATIONS
On February 2, 2006, Broadband Dynamics, L.L.C. filed an application seeking a Certificate of Authority to resell interexchange services including 1+ and 101XXXXX outbound dialing, 800/888 Toll-Free inbound dialing, directory assistance, data services and postpaid calling card services throughout South Dakota.

On February 3, 2006, Qwest Corporation filed revisions to its Exchange and Network Services Tariff. The E911 revisions have been developed to satisfy two primary issues, 1. integration of wireless rate elements and 2. propose a price structure utilizing 911 ALI (Automatic Location Identification) records in lieu of the traditional access line model. The proposed tariff was developed in collaboration with Public Safety representatives who had intervened in Docket TC02-174, filed on October 28, 2002. With the Commission's approval in this docket, Qwest is requesting that the Commission closed TC02-174.

On February 6, 2006 the Commission received a filing for the approval of a Qwest Digital Subscriber Line Amendment to the Interconnection Agreement between Qwest Corporation and OrbitCom, Inc. According to the parties, this Amendment changes terms and conditions to the Qwest Digital Subscriber Line Agreement. Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than February 27, 2006. Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.
