Complainant states that Touch America changed his long distance service without his authorization. Complainant requests that Touch America switch his long distance service back to his authorized provider at no charge to him, that Touch America pay him $1,000.00 for the unauthorized switch, that all unauthorized charges be removed from his account and that the South Dakota Public Utilities Commission fine Touch America for this type of conduct.
