MINUTES OF THE AD-HOC COMMISSION MEETING

Chairman Dusty Johnson called the meeting to order.  Present were: Commissioner Steve Kolbeck; Executive Director Patty Van Gerpen; Deputy Executive Director Heather Forney; Commission Advisor Greg Rislov; Commission Attorneys John Smith and Rolayne Wiest; Staff Attorney Karen Cremer; Staff Analysts Bob Knadle and Dave Jacobson; and Administrative Secretary Demaris Axthelm.

Joining the meeting by telephone were:  Commissioner Gary Hanson and Pete Beithon, Otter Tail Power Company.

1.      EL09-016        In the Matter of the Filing by Otter Tail Power Company for Approval to Levelize the Fuel Adjustment Clause Rider Rate for September 2009 through December 2009 (Staff Analyst: Bob Knadle, Staff Attorney: Karen Cremer)

         Mr. Pete Beithon stated that after Otter Tail Power Company (Otter Tail) had calculated its monthly fuel adjustment clause rate and filed it, it was then realized that it would result in a dramatic change for Otter Tail's customers.  Mr. Beithon further stated that to minimize the impact on Otter Tail's customers the company is asking for a fuel levelized adjustment clause rider rate with less than 30 days notice. Mr. Bob Knadle stated that to smooth the effect for Otter Tail's customers, Staff recommends approval of the proposed levelized fuel adjustment clause rate with less than 30 days notice. 

         Vice Chairman Kolbeck moved to allow Otter Tail Power Company to deviate from its tariffed fuel adjustment clause calculation with less than 30 days notice.  Motion passed 3-0.

There being no further business, at the hour of 9:44 am the South Dakota Public Utilities Commission Meeting adjourned. The next Commission meeting is scheduled for September 8, 2009.
